I finally had the time to do the research, and Winter is right. I was wrong.
I had to build a new Hulk anyway, to try a new fit.
1. I filled it with new T2 Veld crystals
2. I fired them, for a little longer than 1 cycle at the same rock.
3. One took 0.05 damage, the other two took none.
4. I turned them back on expecting to see more damage. There was no additional damage. 0.
The weird thing is that, after 10 cycles, they all had exactly 0.13 damage.
After 20 cycles, and a couple of rock changes, two are at 0.15, one is still at 0.13.
If it isn't chance based, I don't know what it is, but I believe I asked CCP once and they told me it was a game mechanic. Proprietary information.
