I think you'll find suicide bombing in Jita on a smaller scale has been done before, and that player was warned to stop. So continuing with this tactic, knowing it will create an insane amount of lag/kill a bunch of noobs, probably isn't a good idea.

CCP have implemented rules of conduct to maintain a profitable comany. What the OP is essentially doing is a how-to post about lagging empire space and intentionally griefing ( which this most certainly IS ) new players that are trying to enjoy the beginning of their eve experience.
If you think that its ok for people do this and to loose literally nothing ( because you could get the modules of NPCs and do this at the end of insurance cycles) then you clearly are delusional about conduct inside a multiplayer game.

The result of griefing beginners can result in the self termination of accounts due to unfair actions taken by another player for no other reason except to victimize people.

I once scammed a few mil out of an angry noob under the pretense that I needed it to open an escrow where I'd get money to pay him back for the uninsured BC he lost to me.
He ended up steaming angry and broke and I was in tears from all the laughter.

we could always move lvl 4s to 0.0 that way there would be less guns in 1.0.

Kylana I gotta say that I dont know why you have chosen to attack the OPs actions so enthusiastically but hey this is an open forum.
The main hard and fast rule about killing people in high sec without declaring an empire war is you MUST lose the ship you used to engage your target and you will take a sec hit. And you do become fair game to other pilots for 15 mins.
After that greifing would IMHO be defined as excessive attacks on one player or group of players such as a corp without reason. "Carebears" as a group does not count. Secondly its up to the GMs to decide what is greifing and what isn't not the forum members. If you feel a GM has made a mistake then the normal route is to enter a petition .
