Similar to my ammo question for rail guns. I had Bloodlcaw and (forget the name) on my Condor. Couldn't tell which was better. I'm gonna be running lvl 1 missions on my Merlin for a while so ...

Against Serpentis and Guristas, you'll want Bloodclaws. Against Sanshas and Blood Raiders, Sabretooths are the order of the day. Against Angels, you want Piranhas. Against players, all bets are off because they can harden their shield's and armor's resistances.

For pvp, I'd tend towards kinetics and explosives because the number of people who shield tank is low, and thermal damage tends to be the most tanked by default.
Also, I think some Caldari ships may still get a kinetic missile damage bonus. Caldari have that nifty ability to select exactly the most favorable damage type.. but on the downside they tend to need to have to do so.
Gallente also have the flexibility in drone damage choice, although they don't get to replace those choices too often. Explosive light drones are pretty fast too if a remember correct. I could be wrong though.
Minmatar just seem to do a bit of everything, but can tweak odds to their favor when they know their turret damage ranges flawlessly.
Once upon a time Amarr got around this little problem by doing more raw damage than other groups.. but now they mainly focus on compensating by pursuing their range/tracking advantages with fast reloads.

The correct answer is based on many factors. In this case, one of the factors is that the Condor gets a 5% kinetic damage bonus per frigate skill level on missiles. That gives Bloodclaws an advantage.
