It does affect learning but nothing that the larning skills and implants can't fix. Just try not to start out VERY VERY low on an attribute. Try to keep the values fairly even, only one you can let be a little low is charisma, but for the future I wouldn't set it too too low. Also depends what you want to do, PVP, build, science, etc. Look at the skills in those categories and then you'll know what to boost when starting, but still don't let the other attributes start off too too low at the same time.
Just my opinon

Not knowing what i was doing at the start... this is what i started with.. can u see a problem with these stats.. as u can see charisma is probably too high.

Well, if you plan to make a fighter char out of it, I suggest rerolling if it's not too old. Could work ok as a non-combat alt, but all ship skills and gunnery skills will be a *****.

That is an excellent start! Nothing to high or low. The only real change I would make would be to increase Willpower a little more. Did you add stats to Charisma? It takes 10 hours to delete a character, but if you have another slot open by all means create a new one. Also, find that character creator tool on this forum and test out a new character before you do it in the game.

Well I'm not really wanting to create a new character, I love this name and portrait Was just wondering how the attributes are, and I cannot remember if I added to Charisma Just remembered I wasnt sure what to do so I looked down and seen what was low and added to them to try to even it out...

For optimal you should switch charisma and willpower. But in the end it doesn't matter that much; one day you might have 29M SPs while your slighly more optimised friend had 30M.
After all, we don't want to lose the chance to get you addicted by not having the char appearances you like.
-Lasse is pretty happy regardless of Heikki's Cha 8 Will 4 being rather..uninformed..choice for a combat pilot

Willpower is the least useful attribute in my opinion. Charisma, at least, is used as a primary for 3 skill sets while willpower is used for none. On the other hand, Willpower is the secondary attribute for an equal number of skillsets, but those are the ones that get you to kill people faster (spaceship command, gunnery, and missile launcher operation skills). So if you played for an infinite amount of time, the investment a player would make with a higher charisma than willpower would be a better pay off (since there are a limited number of skills, on a long enough timeline the player will be able to train all of them), however since charisma is only useful to a combatant playstyle in the Leadership skillset and perhaps the Social skills for missions, a higher willpower would be more beneficial.
Especially since I doubt you will be able to train all the skills before new ones are added.

Leadership, siege warfare, skirmish warefare, assault ships, command ships, covert ops, exhumers, heavy assault, interceptors, logistics, transport ships (all t2 ship skills basically) and of cource focus are skills with willpower as primary attribute.
