Why do we not have the ability to shoot at PC pirates in highsec(0.5 - 1.0) systems? We have to "fear" them in lowsec it should be only fair that since they made the choice to be a pirate we can target them at will when they come into highsec.

Just think of it as the "pirate" has "paid off" the corrupt local authorities to get his sec status high enough, so if you shoot at them, you get in trouble.

Erm you are able to shoot them, as long as their true pirates with -5.0 to -10.0 you can shoot them ANYWAY WHERE without concord caring.

For the same reasons mobsters can walk around in public places without (usually) being shot by anyone who does not also want to be a criminal.
Of course there is this thing called a war dec ;)

You'd be killing a lot of anti-pirates if that were the case too. They all have low sec status. How can you tell which one is which? It is a mystery.
Besides, Concord and the NPC police will kill those with low enough sec status anyway. What else would you propose?

You can if they have killed you personally (killrights)
If you pirate enough, you lose the rights to enter highsec.

A high sec private is a privateer, his standing with the local goverment (caldari, amarr etc) is high because he performs services to their liking (ratting, missions plexes etc) whilst not performing too many negative actions to **** them off (podding some git once made him unable to enter 1.0 systems but they will let him pass by 0.9), since he performs his killings within the laws (war dec griefing) the local goverment see no problems with him, the caldari state is like any goverment self absorbed by nature, and not a charitable organisation.
There are many forms of piracy young padawan.

You can easily shoot pirates in highsec, even the ones without -5 sec. Just war dec them.

Do what they do
Shoot them down, pod them and steal their stuff and get out quick. Your security rating won't drop that dramatically, and you can work it off by doing some level 3 or 4s anyhow.

We'll ignore the forum rules you broke by posting an image in a thread (iirc they're only allowed to be in sigs except on certain boards, this not being one of them) and move onto...
He has his eyes in there. No idea what his plans are for Germany, but hey, his character's on that banner and he's got national pride. Nothin wrong with that.
Edit: Oh and it was very off topic, should be complained about somewhere else.

i persoanlly think that no matter the sec status. you shouldnt lose your ship by entering higher sec.
