Just sat here at work day dreaming and come up with some ideas about some recent topical stuff. Thought I would write them down and see what you guys think. Good or Bad all opinions count.

I am currently the Electronic Warfare Officer for my regiment IRl so I have a little knowledge on how this works for real. Now it has been said that EW especially jamming is overpowered, and I tend to agree.
My solution: How about using the real life characteristic of burn through. As the target closes on the jammer there is a distance where burn through occurs and jamming no longer works. This could be related to the sensor strength of the ships doing the jamming and being targeted.
For example a Scorpion jamming a frig burn through occurs at say 10km but a scorpion jamming a scorpion burn through occurs at 40km. I have applies no maths to these figures it is just an example of my point. This would mean that more ships have to close and that it would be easier to jam snipers.
Good idea or not I don't know.
NOS + Neut overpowered is the cry I have been hearing of late and it does seem to feature in most ship setups.
My solution: Really I would only like to see a tracking penalty or sig radius penalty which would help smaller ships without nerfing it too much.
BM's
I see them as essential but they are also a pain in the arse.
My solution: Have a starship navigation skill Rank 8 so it requires some training. Level 0 warp in to gates is 15km level 4 warp in to gate is 5km level 5 is on top of the gate. Then erase all the bm's in the game, and make it so you can't make a bm within 100km to an object that can be warped to. this would allow bm's to still be made for safe spots and asteroid belts and would cut down on the numbers in the game.
Warp Core Stabs
Seen the planned changes and not a big fan of them myself tbh. I would prefer they just become a high slot so they are used less in combat, leave the haulers and travel fittings for ships alone.
Amarr
I am a dedicated amarr pilot and decided to stick to one race and maximise on the skills for it. I must admit that I am having difficulties in pvp breaking other ships tanks especially when they are using cap boosters and energized adaptive nano membranes. Could just be my fittings or maybe there is a problem. There have been many posts about it I don't know what the solution is. I personally would like to have crystals that did another damage type.
Logistic operations into 0.0 with a small corp.
Have had some problems with this just don't have enough combat players to run freighter escorts. Mercs with good reputations are expensiveand I am sure many people would prefer something worth so much carrying billions of isk in cargo to be kept within a corp op.
My solution: I would like to see freighters with jump drives and that it requires the skill of capital ships to fly also. Potentially another can of worms I don't know.
Would also like to see a small structure implemented that does not have to be anchored near a moon and couple of players can operate from to rat in low sec and 0.0 systems with no outposts.
i.e. something with a small ship maintenance array and a small corp hanger array. Maybe for it to require some small amount of fuel.
The last point is more of a question: there are a number of tech 2 bpo's on the database will they ever be released and if not why not. For example expanded cargo hold II.
A long rambling post, thanks in advance if you read it all and thanks for your opinions whether they are good or bad ideas. They are just that brainstormed ideas from someone day dreaming at work.

Don't take my word for it as I don't use much EW personally, but I've been told jamming already is less effective at close range than the jammers optimal.

Big ships have enough trouble tracking the smaller ones as it is, so a tracking penalty would be rather useless. Same, the ships where NOS and Neut will throw a monkeyranch in your whole program in seconds (like a Nosdomi) already have a rather big sigradius as it is.

What about miners? I'd rather make Stabs and Scrams mutually exclusive. Fit stabs? Ok, you can't fit a scram.

If you need capital ship skills anyways, why not just use a carrier? Costs about the same as a standard Freighter.

It would richen the EVE universe and provide a simple player owned structure which could be introduced early for players to get into the player owned structure tree. However, usually opens up more cans of worms than it closes.

Soz just to clarify some things
I mean the NOS and Neut would need to track track to be effective not that the ship would suffer a tracking penalty or sig penalty overall to its weapons.
I just don't see carriers as haulers for civilisation more for logistics for fleets etc. Would just like to see a capital hauling vessel for 0.0 and the freighter fits the bill.
Warp core stabs good point didnt think of the mining barges.

Do you really think a nav skill for bm's is a good idea?
It becomes a "must train" which I can do. Hurts newer people though doesnt it?

NOS - I always though they should suck %age of capacitor not fixed amount.

From what I know you can actually burn through jamming in EVE. Specific jammers are not very effective at close range. I witnessed that the other day in a small fleet engagement where a scorp jammed me (was in a claw)I decided to close in on him and after 2 success full jamming attempts it was all over for him. Jamming is nice to have against snipers but in a close range fight it loses much of it's potentiel.
For you NOS tracking idea, well I had the same idea but NOS + web is like your only defence against intys so if NOS would have a different tracking then normal turrets, say 100% NOS if you track fast enough and less you you don't could be a solution.
Your BM idea is very bad, fo now you have to spend time and risk your health do make BM's or spend time and money to buy and copy them. Plus it takes time to open a folder and select the RIGHT BM, whereas your skill idea would prevent that and what will we do with warp to gang member btw. Will a gang have all the "BM" if the leader has the skill etc...
I am minnie specialized and if you check your resistances and npc resistances and cross check them with what projectile ammo does in specific damage amounts you'll see that EMP ammo is best for emp/kin/thermal weak targets, Fusion ammo (explosive) is only good against angels and phased plasma (thermal) only against sansha. In the end in PVP only missile and drone users have a real influence on what damage type they like to deal. If CCP would change missile damage (explo, kin and thermal bits for most missile types) and nerf the primary damage it could be possible to balance it all out a bit more.
Forget that jump freighters there is one already known as carrier, a real freighter being able to jump would make it so hard to find a good fight in 0.0 as well as a way to lose a huge amount of ISK in one go. Looks fine as it is. Sweating blood ftw

How much cargo can a carrier transport as I don't know.
i.e. are there other things you can use apart from the cargo hold as I don't remember it being anywhere near 900,000m3.
