Counter-proposal, instead of going after jumpdrives, change the cynomechanics;
Cynos can only be lit within 150km of a stargate but no closer than 30km, covert cynos exempt.
Only one cyno can be active in a system at any one time, covert cynos exempt.
Module tiericide has already begun. Introduce new cynosural field generators with different combinations of range, LO consumption, cycle-times and/or mass limitations.
Alternatively, move cynosural field generators over to deployables with anchoring timers to pretty much remove non-blops hotdrops.
Keep the capitals can use gates change, because it will be awesome.
(If you really wanted to sow some chaos and see some capital wrecks you could remove the fleet-limitation on cynos, letting anyone jump to any lit beacon within range. See how long people will use their big toys for pranks in lowsec and shallow null then.) |

Because hulls can be repackaged. The game already checks for damage, I imagine it wouldn't be impossible to check for hull jump fatigue and disallow repackaging |
