I recently won a auction and the guy refuses to give it to me, sincehe said i didn't pay when i did. Is there any policy that CCP can investigate and get me either my money back or the item i wanted?

EDIT: Hmmm it seems that only ETC and Character sales follow this... Perhaps the OP is screwed. In that case, make sure when you get something from the Sell forums that the Auctioneer sets up an ESCROW, thats the safe way to do it. I dont mean to be rude, but you paid before you recieved the goods?
Usially a trade agreement means the money / items change hands at the same time. There are only a select few itmes where CCP actually gets involved, which include character transfers and GTC Sales. If its ingame goods, you're shafted unfortunatly. ___________

Didn't that get changed after the big share scam a month or two ago? CCP refunded everybody because scams on the forums weren't allowed, and there was a massive stink kicked up. ________________________________________________

Well I thought that was the case, but after reviewing the documentation in the sell forums it seems that only ETC and character sales cannot be scammed and THAT is enforced by CCP. However, with auctions I think its a grace thing. That sucks, because my whole premise for people trusting me with the lottery I'm running is that I face bannage if I scam, which... Isn't the case it seems. I'm still not a scammer and wouldn't ever do that, but it just kinda sucks that there's no real way for peeps to trust you without just... trusting you.
In the case of auctions though... Make sure they setup an auction for the price you agreed to on the forums. ~~~~~~~~~~~~~~~~~~~~~~~~~~~ Win a Cynabal for 10ml!!! |

Yupyup. It used to be the case - you could scam all you wanted with an auction in-game, but as soon as it went on the forums (out of game) you had to stay honest. Now, you can screw people over on the forums as well. ________________________________________________

hmmm imho thats screwed up, but I'm sure the reason CCP lets it happen is because of the numerous petitions that would be filed. Also, since the OP can edit their posts and bidders alike, there is no way to really prove what the agreement was I suppose.

This is of no use to you now, but a good rule is: insist that the seller escrows auction items to you.
(This won't work if the auction is for items that can't be escrowed, such as contraband.)

Even with contraband you can trade in person and therefore inspect the goods before giving any isk.
CCP seems to have the policy of only stepping in to prevent scams where the player community cannot do it themselves. As there is no other way to deal with GTC and Character scams, CCP steps in to ensure that the market remains viable.
The stock market has become largely player regulated as there are trusted player orginization to escrow stocks between players. To my knowledge the brokerages have always completed the transactions that they promise. However, the value/return of a stock is not protected by anyone to my knowledge.
I suppose that if there was a large enough scam to disrupt the game at a fundimental level then the GM's would intervene on a case by case basis. I remember reading something about a huge stock scam where they did intervene. I expect that was a one-off situation and that there is still not protection at all for investors.
There are enough warnings out there to advise people to watch for scams. Unless you have a specific assurence that you are not getting scammed then expect that you might be.

That was because it was conducted via the forums, which wasn't at that time allowed. Many people kicked up a fearful stink, saying it wasn't CCP's job to protect other players from being scammed ... the rules are now changed. You can pretty much do anything, up to and including ripping off a hundred-billion-ISK outpost and titan combination, without CCP getting involved. ________________________________________________
