I said 5 days simply because that is where my experience started (with my alt)
I got my first kills when this character was 14 hours old, with almost exactly 100k skillpoints. Maulus and merlin at once, and yes, they fought back. And then I just went on an indiscriminate murderous rampage.
Skillpoints have damn near nothing to do with being a low-sec pirate (of course they help, don't get me wrong), it's all in knowing what the hell you're doing. You can die just as easily with 100k skillpoints as you can with 30 million if you're being stupid, way too much emphasis is put on skillpoints in my opinion. At the bare minimum we super low skillpoint types can act as tacklers for people who can deal the damage (and catching the pod, of course)

Suffice to say you can do quite a lot with very little in the way of skillpoints if you know what you're doing. I have over 350 killmails with an alt of mine with just under 300k sp. And most of those mails are from older (4 months+) characters.

Once you have some experience with pvp and the do's and don'ts and become familiar with different ships and their capabilities, it boils down to how well you know your target and how to exploit their weaknesses and evade their srengths. Of course sometimes you just need to bum-rush them in a belt and hope they're too flustered to fight back for a minute, letting you do enough damage that by the time they do start to fight back it's too late.
Knowing what you're doing with the ship you CAN fly and the mods you CAN use (and your own limitations) is what wins fights, not avoiding pvp because you only have x skillpoints.
