So.. High-sec moons are littered with offline POS' and i don't really get it.
To keep a POS online in high-sec, you need (insert faction) Starbase Charters, this makes sense since you're essentially "renting" the factions' space.
Why would they then allow a POS to stay there indefinitely, if it is offline, what does those starbase charters actually do?
Suggestion:
If a POS runs out of starbase charters, the owning coporation will receive a warning by mail and have a certain amount of time to re-stock Starbase Charters, if they do not, the POS control tower will be attacked by faction navy until the control tower is either restocked by the owners, or destroyed.
Why? To remove offline pos' crowding high-sec, to give scavengers more to do (abandoned pos modules) and to actually give Starbase Charters a purpose other than magically keeping your POS online. |

So would this mean you can just setup a large POS, and have it kill the navy ships?

You need a business license to operate a business at a location, say a restaurant.
You don't need a business license if your business closes.

Besides that since there is no moon mining in high sec there really is no advantage to anyone specific moon. As there are hundreds of moons in my area of high sec alone that do not have a POS anchored on them go find one of them for your self.
On the other hand if this is just another easy way for you to take something that belongs to another player then see Lugh Crow's post. |

I'm not making suggestions for personal gain per se, I've got my 2009 char for taking down POS' without incriminating myself too much :p
I'm making this suggestion because i think the ability to have an offline pos with no charters, kinda ruins the idea of charters in general. |

You don't need the licence once it closes that's true.. But you would still have ot pay rent, which if it's an offline pos, you're not doing since there's no costs incurred in any way shape or form.
I kind of like the idea, and I really care not about HS poses.. but there is a lot of empty ones since you don't need the standings to put them up. |

At the very least no protection should be offered to high-sec starbases that don't have charters in. Working on the theory that if you don't pay the rent no one cares.
Less dead towers laying about might ease some server resources as well.

Just let the POS lie there and do nothing till a real person wants the moon
@ anyone who doesnt like Moons being taken up by offline POS's and/or pretends that the reason they want them removed by NPC's is to save server load (looking at no one in particular)
shoot them. An offline POS likely takes up less server load than someone running a level 4 mission.
