If you're having trouble with your cruiser, a different ship is not going to fix that and may make it worse: What that says is you haven't done enough training on your side skills. With all that said, a T2 frigate may be a whole heck of a lot more *fun* to fly than a BC or BS, depending on your own personal tastes... but fun and effective are not necessarily the same thing.

Basically for lvl 2's an assault ship will do fine and provide enough firepower and tanking to take up to lvl 3's, also with the low sig and high resists, you'll take less dmg and have to worry about your tank far less.
it may be more skill intensive but fortunately they are skills that you WILL need to train in the fullness of time, may as well get them done now ay?
Also given your low sp, a BC would prolly mean certain death, with the lack of maneauverability and the higher sig radius meaning you tank will have to makeup the difference, and it dont seem like you have enough support skills to fly a cruiser let a lone a battlecruiser.
If i were you, i'd look at a few more support skills and train for an AF to do missions in, max it will take u is like 2 weeks to get into one. They may be expensive but they are surely worth it and will hold you in good stead for a lot of other amrour tanking ships to come.
