My question is, is it even possible for you to deal with this? Once the scammer has given the scammed isk to a legit seller, the legit seller transfers the real working GTC to the scammer and now theres nothing the GM's can do? I dont believe for a second that the scammed isk will be removed from the legit GTC seller who just gave the scammer a working code, as he spent real money to buy that GTC, theres no way to get the code back from the scammer, if the scammer uses it, or resells it, what can be done?
This means isk would be artifically put into the economy by a GM, it starts like this, the scammer pretends to be selling GTC, but isn't, get sent isk from someone wanting to buy a GTC and doesn't give them a GTC, they petition, but by time a GM looks into it and refunds the isk to the scammed person, its to late, the scammer has already sent that isk to a legit GTC seller and bought/used the GTC. The GM will not remove the scammed isk from the legit seller, but will still reimburse the original scammed guy with new isk.
This seems like a serious problem.

A great way to fix this problem would be for CCP to stop allowing people to buy ISK for $$... I mean, stop allowing selling of GTCs for ISK.

Use the search and you will find your Dev response to the GTC issues.
There was a stick only a few months ago addressing it and gist was. "GTCs are here to stay." --------------

And as returning the isk, the scammer will be in the negatives if he spent it, there is also a reason they said make sure the charcter is x days/weeks old to avoid the trial account situation. In the end it is your responsibility to do the research on the person selling, if you get scammed well it's your lose.

As I understand it, now that CCP have introduced certain restrictions on what GTC's they will pay for:
CASE ONE Fully-paid account scams ISK for a fake GTC, buys real GTC, extends his account. ISK removed from fully-paid account to give to the victim. Account then banned. Seller of real GTC not affected in any way.
You could do this to scam the IRL value of a game-time card, but only if you have a long-standing paid account which you are intending to terminate anyway, because the account will be banned. Any other accounts belonging to you will also be banned, so you can't now actually USE that GTC for any useful purpose, unless you sell it for irl cash.
The only way this will cause ISK-creation is if the scammer, in between operating the scam and being banned, can move ALL of his ISK into places out of CCP's reach - eg. buying ships and blowing them up deliberately, buying stuff, putting it in a cargo can and blowing the can, etc. He'll then be banned with a negative bank balance.
CASE TWO Trial account offers a GTC, takes ISK for it, gives fake GTC. Uses the ISK to buy a genuine GTC, uses the GTC to buy time on the account, taking it out of trial status.
ISK not returned to scam victim - it is now your responsibility not to buy a GTC from a trial account. Scammer's account banned; he loses the value of his GTC. Honest GTC seller, again, not affected. There's no reason to take the ISK from him because you're not getting it back.
If I'm correct in these assumptions, it won't make any difference to honest GTC sellers whether this happens or not. ________________________________________________

if they are making $$ off isk.... now basicly.E-bay style in many ways why would they want to stop (scams)anything in that process.Have you not understand that they are here to make isk in real life and as much as possible of it.

CCP are getting a cut - i dont blame them for basically turning a blind eye and refusing to comment its business and money after all - whats the issue
