It's rather simple really Make an ORE Micro Jump Drive. Only fitable to ORE ships. Reduce it's activation time to something like 3 sec (2.25 with max skill) Recharge time increased to 5 min or 300 sec.
If the bears in high sec want to live it gives them a chance to escape. Of course for the Covetor and Retriver it means no Scanner to find that Big rock but hey you have to have some trade off. Yeah it will cost them their drones also but it does reduce their losses. Until the gankers set that tackler 100km in the direction the Barge is facing |

I prefer the Orca bubble.
You can already use a fast ship to make two warp off points at either end of a belt then just move at 76% speed between them jet can mining and pick them up with a tractor ore hauler.
.... and yeah, with your idea, you can just spook the miner then warp to a cloaked ship in their path. Matter of timing.
CSM Ten movement for change.

I don't see this being over powered at all and it's just one more option for non afk miners
but I also don't see to much of a need |

I don't think this would be as useful as people would think since it just takes a scram during your spool up time to cancel the jump. Currently the best defense is intel, by watching a group of gankers, you can find out who their scouts and who their looters are. If their scouts and looters are in local or warp into your belt, you might want to move on.
Lowering the average to make you look better since 2012.

-1. I was hoping this was an idea for extracting minerals from combat ships sitting on gates in Niarja. |

Yup. How odd it is for people to complain about the presence of PvP in a PvP game, like it's an unintended result of bad game design or exploited mechanics. Go figure... |

what if you could defeat ganks by working in teams, applying tank to your barge, being vigilant or mining in low risk/high security areas?
edit- wow that implementation was fast.
EVE FAQ "7.2 CAN I AVOID PVP COMPLETELY? No; there are no systems or locations in New Eden where PvP may be completely avoided" "So it will be up to a pilot to remain vigilant wherever they may be flying and be ready for anything at any time"

Until the gankers set that tackler 100km in the direction the Barge is facing You already identified the situation in your title - CCP does not want a solution to miner ganking - they put the mechanics that allow it in the game on purpose.
You already have multiple tools to let you mine essentially 100% safely in highsec - heck just using a tanked Procurer alone will eliminate almost all of your risk to suicide gankers - but they all require a trade-off vs. yield or some other effort on your part. A large part of the game, in fact the major part of the game that makes the game interesting for highsec miners, is to decide what equipment is appropriate for mining for the given risk situation and to implement these anti-ganking countermeasures.
I can't support a call for yet another module that straight out increases safety for highsec miners with practically no trade-off in yield.
Sabriz Adoudel for CSM 10 is a good idea.

If you mine solo you either do it whilst paying attention or do it in a tanked proc or similar. If you mine in a group then gankers should be no issue to you.
-1 as a solo miner 'Get out of gank free' module isn't required. All the tools to protect yourself are readily available. |
