Secondly, Would a player be able to play a card that increases defense AFTER receiving damage sufficient to destroy it. ex: Player A plays a News card to deal 3 damage to ship. Player B then decides to play Stubborn Mechanic.

Only if it happens in same game phase.

Saucer's answer isn't technically right. You couldnt play the Mechanic *after* damage was dealt as your ship isn't there anymore as soon as that damage comes off the pile and resolves.
When your ships fire, the damage goes onto the pile. Before that pile resolves and the damage is applied, you play the Mechanic. Assuming no other cards are played, the mechanic goes off first giving you +2 shield, followed by the damage. If that damage is now insufficient to kill your ship, you're good.

It depends on if the OP is wording his post right.
As long as the pile isn't resolved yet, the ship can be saved.
