AFK cloaking itself is absolutely, 100% acceptable and balanced. As long as we have the omniscient and infallible local chat that instantaneously provides everyone in system a complete list of pilots, AFK cloaking is a reasonable counter measure to this.
There is one mechanic that breaks AFK cloaking, however: Hot drop mechanics allow an AFK cloaker to return and drop a pragmatically unscoutable force directly onto a target. While hotdrops have many good uses, combining hotdropping with AFK cloaking allows an aggressive cloaker to drop a near-perfect counter on anyone they find in local. This is very unbalanced. |

I agree with you here, for the most part.
Hot Dropping, in my view, is a gray area.
If you feel the need to bring multiple allies, and are aware that they would be ineffective due to local showing a heavy presence, it is pretty much your only go-to solution.
Examples would include defenders who seem too protected for a single ship, yet avoid contact when more appear. You are forced to choose between too bad things: 1. Wait for them to bring out a replacement ship they are willing to lose, (AKA consensual PvP). 2. bluff them by only having a single ship showing in local, but use it to leverage the others into the system.
The idea that these are the only apparent options, for players wanting more than throwing garbage at the wall of the nearest gate-camp, indicates to me that this dynamic wants to evolve.

See this I agree with. I am perfectly ok with PVP and hunting other players. That is part of EVE.
You know maybe I am on the wrong side of the EVE map. I have always been part of a small corp. We rarely get camped, we have active players and overall we support each other. Our response time for invaders is a couple minutes and we have some very solid PVP players. So the very few times we have had a camper in our system, we just move to a new area, let him play with himself for a few weeks and then he leaves. We actually just did this to a guy a couple days ago. Every time I have had to deal with a camper it has been cause they got butt hurt. Last guy lost a 200 mil ship cause we caught him being silly in our space. Almost immediately he shows up and just starts camping our space and poorly attempting to talk smack in local.
Living in drone lands doesnt help either. The ratting is absolutely horrible. No loot at all, no relic sites, mining is poor at best and if you see a fancy drone running around its loaded with 100k worth of junk. The rare exception are the chips for the SOE ships which are super rare.
So with that said. This is why I view camping as a troll type thing. Though I know in concept people can camp to deny space to derank a system or to gather intel, I have only seen it once and that was during the timer on a POS. Not like anyone could argue that shouldnt of happened.
I personally think cloaking should change. AFK cloaking just happens to be the focal point for many of the reasons why I think it should change. Now that doesnt mean that I think its should change on its own and if you look back at my posts you will see my suggestions on the change.
Solid truth about the issue is that there are justifications on both sides why things should and shouldnt change. The links you provided shows that CCP isnt overly happy with the situation but I get the impression they really dont know how to change it.
I have said this so many times before but I wish I had a way to show people how I have seen stealth done in other games. I think if people saw it they could easily use the idea to adapt for usage in EVE.

i might have an idea on how to distinguish between a player who is afk and who's not.
Simply have the names of afk players in local faded out to a noticeable degree . AFK would be defined as a player who hasn't inputted a command into the game (ranging from moving the camera around the ship, typing in a chat, using Dscan, clicking on something in space, etc.) in say 10 mins. It's true that it's possible to fool the system into thinking you're afk, but they would locked out of key intel sources from within the game. Meanwhile people in local can tell at a glance if someone is active or not.

i would assume the faded names would be there if the player has been afk for 10mins regardless if you just entered the system. I'm not sure what point you're trying to make, just being in the same system can yield useful intel.

There is one thing we know. Any serious attempt at creating stealth gameplay is going to involve altering local. Any serious attempt at balancing that is going to involve altering cloaks and quite likely cyno's too (beyond jump fatigue i suspect).
With the way occupancy sov appears to be planned to work, afk cloaking in its current form will be more powerful than it is now. But then again, it strongly encourages players to work together in condensed systems, and as far as i can tell, thats the intended goal of occupancy sov and the jump drive changes.

I would like to have a cloak like a ECM modul.
That means the cloak is cycling and everytime there is like a 10% failure what you can improve with skills so. A cycle is like 5 mins and every 5 mins you have a 10% chance that the cloak does not work |

This is null sec we are talking about.
While it is often possible to operate solo, or in groups that are under-strength for anything beyond their limited purpose, it is neither promised nor implied to be reliably an option.
The expectation that solo or under-strength play should define the requirements for null PvE, I believe are most likely not intended by CCP. I do not believe they ever intended exceptions to the group play dynamic which inspired the null regions.
I appreciate that Haywoud linked multiple kills from null sec. But, the striking flaw of this alleged evidence is that we cannot know the underlying circumstances. It is not reasonable to assume all, or even a majority, are meaningful to this AFK CloakingGäó context. In fact, it is even possible that none of them lost their ships due to relevant events, in this context.
What we DO know, is that enough players are logged in at any given time, and that human beings can be careless. Ship losses from those two details alone, potentially account for all the described kills.
To Haywoud: It is not being denied that kills happen in null sec. It is being denied that non-consensual risk exists for PvE ships. Specifically, that they currently have open opportunity to perfectly avoid hostiles, assuming they neither are careless or make mistakes.
The concept that, (under camped circumstances), might need to rely on group play aspects, does not show a flaw in the system. It shows that the intended group play model for null can be applied to even PvE aspects.

(I like to mine, and I would like to attack my counterparts in other alliances and groups without resorting to AFK tactic sets)
When I mine, I can see if the AFK player really is actively doing things, or is possibly avoiding contact with their client while they have a screen with their overview showing a target area. (to let them seem AFK while monitoring one area)
When I go play guerrilla raider, it would tell me who is AFK on the defending team. I could then check belts and such for those not paying attention, and be on my way after.
I see potential use for both sides in this.

We dont live in a perfect world Nikk. You can not discount pilot error as it happens all the time. I can provide more links if you need them. Ones that I personnally witnessed.
No one will deny that team play is important in null. Ironically it is the team play that you so hate in the use of intel channels to forward post intel information.
My only complaint with this line of thinking is that even with group play there is nothing the group can do against a camper, other than properly defend against it. I am advocating a change in this to create, what I feel is more balanced game play. I feel that it is possible to create a balance where you dont have to just defend against a cloaky. You can go on the offensive.

As a PvE pilot, I need to screw up or be careless, BEFORE the hostile has any chance to oppose my escaping their attack. (And this assumes I was not fitted to handle them, in the first place)
I am certainly not discounting pilot error. Your provided listing of kills no doubt includes shining examples of this. But what about when both parties perform to their maximum potential, and do everything correctly?
Right now, this tie in performance results in the PvE player always slipping away, normally never even being seen by the hostile. And that assumes the hostile knew exactly where the PvE player was the moment they finished loading the system. (In the context of this thread) When I mine, I am not playing against a newly arrived hostile player, I am playing against the clock. As long as I was ready to respond, there is nothing the hostile would be able to do about it, except wonder.
The risk to the camper is not more relevant than the risk to the intended target.
I am not asking that PvE players be offered up like sacrificial offerings, I happen to be one of them, most of the time. I am asking that the actions of the hostile be given meaning, not just an opportunity to oppose a player AFTER they screwed up at least once already.

A bit of focus from CCP would go a long way.
BTW I do agree with There needs to be more involved with risk than simple pilot error.

CCP expresses their views in official announcements inhere and/or in blogs. Everything else is just individual views. If I had to guess at refining CCP's likely perspective, I would say they don't know what to change, or even if they did, how to deploy such changes in a manner that would not risk sparking outrage.
As an engineer, I can give a fairly educated guess as to what might work for this, but I respect that CCP has to deal with the perception of players, players who too often only see the edges of an issue.
From a risk perspective, it must seem like the path of least risk to the game involves avoiding any change. Players on both sides have apparently accepted the status quo for now, and since they obviously know they will upset someone no matter how they change it, they avoid any change.

I personally advocate some way of being able to limit their cloak time or some way to hunt them. Personally feel their ability to float in space indefinately is a bit unbalanced.

To further your suggestion sov space holders have to install services into structures including gates/stations/ihubs/pos's that report and upload characters it observes on its grid to local chat channels. these 'services' can be shot and disabled by hostiles. They cannot upload data on characters in ships that are cloaked on the grid, or on grids where such a Structure with these services exist.
it also means we could have a 'watchtower' type new deployable that can have this service installed in, as a lower hp version of the ones installed in other places.
What this will mean is local chat becomes imperfect and with very exploitable caveats that would mean in unwatched systems of systems full of afk people sleeping in a station, entire capital groups can pass through almost unseen. and black ops can truely become black ops.
also characters in local that have left system by means of something other than a gate or grid where a watchtower or related POS module exists stays in local untill either downtime occurs or he appears elsewhere on either the sov holders local intel network, or an allies local intel network.
covert ops frigates could even have a role that means it auto updates local on what is observable on grid with it, meaning beyond scanning for PvE sites, it will actually have a very well defined role in covert intelligence gathering both in friendly space and hostile space. |

change cloaks to be an active module that uses fuel.
Add small fuel bay to Stealth Bombers (smallest), Cov Ops, and the Tech 3 subsystem (biggest). Make the Fuel Bay on the Black Ops battleships larger (no need to thank me, bridging bros). Tweak which kind of fuel and how much is burned with how long you want players to be able to cloak. You can now play and hunt for hours, but you can't stay in one system and do nothing for days.

This doesn't change anything regarding AFK cloaking and has nothing to do with it.
