Over the past 2 nights RISE has been attacking ISS pilots in Pure Blind and had a 20 man camp outside Boreallis, has Rise turned into an outlaw alliance?

Since when was ISS the law? As far as I'm concerned. ISS is the outlaw, and the Pirates are the law.

I'm with the above... As far as I can see ISS is just another alliance. Just because their stance towards the majority of the eve populous is "Neutral" does not neccessarily mean that others have to share those views. Tibet was neutral... Now its part of china. I guess what I'm saying is. Neutrality rarely works both ways.

Whilst i agree that ISS is not the law, they are the nice neutral to all alliance side of eve and attacking them is normally left to the better 0.0 pirate corps and the wannabe merc corp / empire war dec griefers who arent good enough for normal PVP. Its just a bit unusual behaviour for neighbours, FLA, IRON, D2 etc dont do this. I was just curious thats all.

Excuse me? So people who attacks ISS are not good enough for 'normal PvP'? So who decides what 'normal PvP' is? You? As far as I'm concerned anyone attacking anyone is PvP, doesn't matter who it is, for what reason, and for what gains. If you shoot at another person you're doing PvP.
I'm sick to death of people deciding that what everyone else is doing is griefing. If I'm the one to decide, I'd call ISS griefers for sticking up outposts all over 0.0 and trying to force pirates and other 'wannabe PvP'ers' out of the areas.
To get back on topic, maybe Rise just wanted some newbies to shoot at, since they're clearly nothing but no-good, griefing wannabe PvP'ers.

I still can't seem to find your reasoning. How would attacking ISS label anyone outcasts? Because they claim a stance of neutrality? Neutrality means nothing unless everyone observes the same position.

I'm not a RISE official so I'm speaking on my own behalf here. I suspect that you're not an ISS official either.
First off why haven't you attempted to contact one of our diplomats instead of trying to turn this into an intergalactic incident? I'm sure most of Eve has better things to do then watch others air out their dirty laundry. Well, most have better things to do anyway.
If you have some evidence of the accusations you're making against us, then bring them the Vache and perhaps we'll attempt to resolve it.
I've had some good dealings with ISS in the past. What you're doing here though isn't helping your reputation either though. I'm sure ISS is better than this too.

ISS are neutral only to the outsiders looking at them .. there far from neutral when they went into politics .. there another alliance as any other and there neutral policy is just to not get shoot at ..

Neutral is one of those loaded words like pirate that seem to mean different things to different people. In the case of ISS, I believe that neutral means that they won't shoot at anyone who hasn't shot at them first -- or is affliated with someone who's shot at them first. And I suspect that pirate refers to anyone to whom they're not neutral.

We don't shoot ISS... but as far as i'm aware in response to the above "neutral" just means something else on my overview to shoot? isn't it that way for everyone *tries to remember empire* ....

While not engaging in such, I've watched their ships pass unscathed through many RISK and Triumvirate pirate camps on the Torrinos gate in EC-P, even leisurely moving their haulers through pirate bubbles on the gate. Is ISS/ISSN NAP'd with these pirates now? If so, then what sort of message is ISS sending to the legitimate settlers of the North?

people should stop whinign about ISS neutrality they are neutral to you and wont shoot unless you open fire on them for wich they will set you to negative standings and from then on you will be shot on as they will defend themselves since you have proven to be hostile so they can then take pre-emptive actions to neutralize you so that the people who wanna trade can do it in peace

lol, the ISS is actually muchos better at fighting then youre average empire dwelling carebear alliance/corp, i wouldnt quite call it not being good enough at PVP.
