The C - Op's T2 Noctis would be the second generation of Salvagers for the Noctis Class. Why a Covert Op's Hull? Because some pilots like to go into Low and Null and raid wrecks and should have a ship that is very stealthy to aid in their accomplishment of this goal.
After all there are; Industrials, Frigates and Cruisers that can warp while cloaked so why shouldn't the Salvage Pilot have the same ability of these three ship classes?
Not only would the NT2 (Noctis T2) have the ability to warp while cloaked it would also have the ability to fit a Salvage Bastion Module in three types with each module having the ability to automatically tractor any blue or white wreck within a certain range once the ship lands and resides at zero velocity as well as de-cloaking. Basically the automatic tractoring ability of the MTU. The Bastion Salvaging Module could only be fit on the NT2.
Bastion Salvage Module types:
Type 1 - Three auto tractor beams / Max. tractor range 75km - Drawback -20% reduced shield recharge time. Type 2 - Four auto tractor beams / Max. tractor range 50km - Drawback - 15% reduced shield recharge time + 10% reduced capacitor recharge time. Type 3 - Five auto tractor beams / Max. tractor range 25km - Drawback - 15% reduced shield recharge time + 15% reduced capacitor recharge time.
Ship Bonus - 99.9 % reduced fitting cost for Covert-Ops Cloak 10% reduced use of capacitor for fitted salvagers and tractor beams per level of NT2 trained
Slot layout
High Slots - 6x (4 actual slots after Covert Ops Cloak and Bastion Salvage Module have been fit) Medium Slots - 6x Low Slots - 4x
The NT2 would support the Prospector with combat drone support due its large drone bay 100 m/3 and its high bandwidth of 75 mb/sec |

First, I don't think that this is needed at all. If you're ninja salvaging wrecks in hostile kspace the last thing you want is to 'bastion' and be stuck in place for any amount of time. If speed is the issue the noctis is still going to be your best bet because of the bonus to tractor speed. If security is the concern come in with a cloaky ship, drop the MTU and then wait until the wreck ball forms. Come back with the noctis and burn through all of the wrecks real fast and get out. You can be outside of decloak range on the noctis and stool salvage everything.
Second, this would seriously impact people using the noctis in regular day to day activities because it's already a thing, for those who salvage their wrecks, to drop an mtu. So everything is already in the wreck ball. They would just warp this cloaky salvager in. Salvage and get out. Very low risk for a 'ninja'.
Third, the hull bonus you outlined had basically zero meaningful drawback to it. Why would a cloaky non-combat ship even care about shield recharge rate? It won't.
TLDR: If you want a cloaky salvager so badly cloaky t3 (legion typically) can do it pretty well.

Ore Industrial skill: 60% tractor beam range per level 80% Tractor beam velocity per level
Sneaky, cloaky indy thing skill: 5% reduction in salvager and tractor beam duration per level 5% agility per level
+2 warp core str. Can fit covert ops cloaks. 90% reduction in jump fatigue

Since covert versions of scanning ships are typically less capable than their non cloaky counterparts, a ship that is like a Noctis, but has better range/speed bonuses, can covert ops cloak, 2 natural warp core stabs, and agility bonuses is just plain silly.
I'd say halve the range and speed bonuses. And then pick either natural warp core stabs + agility, or Covert Ops cloaking.
But in the current version, it's just a make-a-wish mobile. |

Daichi dear, you forgot the industrial recon ship bonus:
- immune to all form of electronic warfare - immune to energy neutralizing - 1.000.000m-¦ dronebay - can launch 7 additional fighter or fighter-bombers per Ore Industrial ship level - can reactivate all drones in system - can controll station an gate sentry guns - 5000% to drone damage, tracking, range and HP
But it should have some sort of weakness I guess, so in order to fly one of those you need Polaris V

i imagined it with a reduced cargo hold and it has 2 less highs for salvage and tractor than a T1 :3
i did think the +2 warp stab and cov ops cloak maybe too much, but then thought 'what the hell'.
But the same range and extra speed i dnt think are too much to ask.

Use the exploration frigs they have bonuses for cop ops and salvager too. We don-¦t need t o design a new ship for that. But i agree the mtu would need a nerv.

We always need new ships. New ships create more revenue for the ship builders more jobs for the miners.
I expect something very drastic is going to come about because of the Circadian Scout presence in K-Space. Having ships that can cloak while warping while conducting their daily routines may be just the thing that saves New Eden from the seemingly Care Bear menace of the Circadian Scouts. |

I actually agree with the notion of a CovOps Noctis. There's certainly a niche to be filled there, and CCP has already opened the door to CovOps ORE ships with the Prospect.
Having said that, I think the OP's specific proposals are a bit over the top. We don't need more bastion modules or ships that behave like cloaky deployable structures. I won't offer up a counter-proposal without giving it some more thought, but I think something more akin to a Noctis crossed with a Prospect in terms of bonuses would be appropriate.
