OK, I've been playing about two weeks. I've done easily 100+ missions and I'm still nowhere close to being offered/introduced to level 2 agents. I've upgraded several times, and doing level 1 missions in a cruiser is boringly easy. What am I doing wrong/not doing? After poring over many corporations and their agents, the highest level agent I see available is a lev 1 quality 9. Is it supposed to take this long?

You should concentrate on working for one corp.

Skills: Social - Will make you gain standing faster. Connections - Can give a standing boost big enough to bump you straight up to level two.
Some (many) corporations suck as far as agents are concerned. All the R&D corporations are good for agents, and there are others as well. Keep browsing, you'll find a good one in your area.

Connections really does give you a big boost to standing; even just level 2 in connections was enough to get me a whole slew of Level 2 agents. And yeah, doing missions for one or two corps helps concentrate your efforts too.
Also, even once you get Connections, it's easy to miss Level 2 agents that are available to you. Checking individual stations isn't the best way to check. Much better to click the info tab of the corp you're working for and peruse all its agents that are avail to you. You can get to the info tab either from the corp's logo inside a station (top right of screen, blue button), or you can search for the corp in People & Places, or you can even filter for 'my agents' on the map screen, which is an especially nifty tool.

You don't get "offered/introduced" to level 2 agents. You have to search for them yourself. Stick with 1 corporation and work with its agents. Also like a poster already said train connections skill (its prereq is Social 3) which will give you +0.4 per level to all agent, faction, and corp standing. I think its around 1.0 corp standing that you can use level 2 quality -20 agents. So if you standing toward the corp is already over 1.0 then that means you just have to find a lvl 2 agent. Click on the Corp icon in the station and go to the agent tab and look for an agent available to you. Right click on the portrait, set destination, undock and hit autopilot.

I know it has been said twice already but get the skills Social and Connections ASAfreakin'P. Trying to gain standing without them is an incredible slow ugly slog, it makes a huge difference. Cant empahsise this enough.
Also, as said already, stick with one or at most a couple of corps for missions. Tbis is a mistake that I made early.
