I'm wishing to train the "Supply Chain Management" and "Scientific Networking" skills to launch jobs from my POS to a station 4 jumps away. My POS is in a region, the station in another. If I rely on skills info, training them to level 2 would be enough to cover the 4 jumps BUT it also says that level 5 cover "regional range". Are these 2 limited to region? Will it be any useful to train them?

1) You can only use the distance skills (Supply Chain Management and Scientific Networking among them) within one region.
2) The blueprint needs to be at the same station as the facility (and if you're manufacturing, the minerals need to be there too). For starbase work, the blueprint needs to be in a company access at a station in the same system.
3) They can be very convenient, but the above limitations keep them from being darned near mandatory.

So, in my situation, they're pretty much useless.
One point I'd like to clarify:

If we ever have manuf arrays in our POS, does that mean I won't be able to launch jobs if there's no station in my system? I was figuring a corp hangar would be ok...

Actually, I'm pretty sure (I've never done it myself though) that you can also use starbase assembly lines if the blueprint and user is there. To use it remotely though, the station needs to be in the same system, and the blueprint needs to be in a hangar that you have access to. When I said it needed to be in the station, I was talking for remote access.

When i use our corp POS to do research, we leave the BPO in an NPC station in the system, and then use the remote skill to manage all the BPO's from there to the Corp Lab. Any copying that gets done, the copies have to be retrieved from the Lab itself, and any T2 research, the RDB's and Reports/Data Sheets have to be at the POS also.
