Are the various pirate factions susceptible to different types of ECM like the main factions?
For example EM+Thermal weapons are useful against Sansha but what about ECM?

Yes.

For example, Gist Warlord uses Ladar sensor, so you need to use Anti-ladar ECM.
But for the most part, its useless, because most mission ships dont have sufficient ECM bonus to jam enemy rats. If you have a dedicated falcon/scorpion pilot who jams, that might help. But its really not worth it. |

So pretty much ECM is a PVP skill? |

Pretty much. Theres just too many ships in missions to make ECM something useful. Wasting a midslot for the off-chance of jamming 1 out of the 6 or so battleships on grid just isnt worth it.
Only time i would say its useful is if youre belt ratting and they have a officer rat in the belt. Then it might be useful. Otherwise, not really worth using it in missions. |

Yes, the NPCs will use various jammers on you, as listed above, but as far as YOU jamming THEM, it's somewhat pointless. So, yes, it's mostly a PVP skill set.
The NPCs don't really follow our rules exactly (they follow some, but the AI cuts corners with others). |

That's how I found out about ECM. I was mining and went to lock on and take the rat out like normal but found I couldn't and eventually had to warp out. |

Mostly.
ECM is useful if you are in an engagement where disabling a couple of enemy ships will dramatically turn the battle around.
This is the case when in PVP - shutting down tackle at a critical time can let you extract from a fight, and even when you want to stay on the field, ECM dramatically reduces the damage your side is taking.
But in most missions ECM isn't relevant as (best case, when it works) you are disabling a weak ship. NPC battleships do less DPS than most players in tech 1 frigates.
It gets more useful in PVE against ships that are individually threatening - some Sleepers, some incursion rats and logi frigates in burner missions - but even then it is seldom used.
Now, using ECM as a way to protect yourself from PVP while doing PVE is another matter.

Should you get jumped while doing PvE you have a decision to make. The moment you activate any offensive modules on those who would try to gank you it cancels the Concord response and what was a battle to survive until Concord arrives, now becomes a battle to the end, and it is most likely that you as the PvE player will loose your ship. If you activate any offensive modules before you are attacked then your would be gankers get to try and shoot you before Concord wipes you out. |

I just dual boxed one of the burner missions last week and used my alt in a Kitsune which is a T2 ECM bonused ship to get the mission done. Probably could not have done it without the ECM and most likely not for the reason you think.
In trying various tactics on this rat that was hard to catch I found that when I ECM jammed him that he would run away in the same direction then come back and try and fight me repeatedly. So I just sat out about 30 km with a web and was able to get him as he was coming back to fight my alt. Without the ECM I was unable to catch him. I'm sure it's not the only way to get that mission done but it worked.
ECM is good for using as a sort of aggro holder. I think in some incursions one tactic is to have an ECM ship to keep aggro off of the Logi ships. And yes ECM does work to keep some damage off of you as in the burner missions where the incoming dps is huge.
ECM may have far more strategic uses in PvP but then PvP is more varied than PvE as such I'd say that most modules in game have far more uses in PvP than PvE. However ECM is not useless in PvE.
Also worth noting is that CCP seems to have some tricks up their sleeves that we should see played in the very near future. There seems to be new AI and new rats coming to New Eden. So no one knows what uses ECM might have in PvE in the very near future.
All the above being said I'd love to try and run some burner missions with about half a dozen players that have been in the game less than a year and see if we can use an ECM ship to hold aggro with dual logi ships and some webs and dps. I just think it would be awesome to put new players in that situation where they are very useful in some difficult content. |

As I recall you can use ecm and eccm to keep aggro on your ship so that they dont kill your drones. If I remember correctly that is how folk mission in drone boats semi-afk.
