Sometimes it would get bad (20-30 fps) when there were a lot of ships (20+) and objects on the screen, but in normal operations it was always in the high 50s-60s. A couple days ago i noticed my fps started to get lower as i played, and usually within 10 minutes it would drop down to the low 10s and would never get better. I could restart EVE and it would be fine, but would again get worse as i played. I seem to notice the biggest drops when i jump to a new system, but the number of people in the system never seems to affect it (drops happen in empty systems too). So far i cant figure out how to fix this, and it isint going away on its own.
Ive done most of the tweaking i can think of, including most of the stuff on the "Boost Your FPS" sticky. I don't have any other problems in other games; i get 70-80 FPS in CSS with high settings and 50-60 in CoH. Dont really know what to do next.
Running: AMD Athlon XP 3000+ (stock speed) MSI KM4M Delux with VIA chipset(s) ATi 9800 PRO (stock speeds) 1024MB PC 2700 with 2GB swap on dedicated partition Running 1280x1024 ingame & desktop, v-sync off.
What I've tried: -Cleaned cache -Lowered settings ingame -removed background processes (excluded EVE stuff from NOD32) -Changed Buffer Size (However im not sure if im supposed to put it as "512MB", "512" or "512000")
Helps?

Okay it seems now that my Average fps gets cut in half each time i use a Jumpgate, and within 3 jumps its down belw 10fps. I also noticed that EVE (Exefile.exe) uses 90-100% of my CPU resources even when minimized; it never used to use over 30%.

EXEFILE will use 100% CPU on older generation CPU's, it's just something you have to live with, it also sounds like your EVE install isn't clearing it's buffer, try editing the prefs.ini file in /cache/ and editing buffer=80 to half of how much memory you have installed (so 512 if you have 1GB).
Might also be worth deleting all the folders in /cache/ aswell (don't delete prefs.ini).
If that doesn't work, try updating your drivers. ---

Eve uses 100% cpu (my dual core gets maxed out on one core).
One thing I found really kills eve's frame rate on ATi cards is the Catalyst AI option. For some reason it keeps messing with the settings on the card when eve is running and I kept getting weird frame rate drops etc, disabling AI in the drivers gave me back a constant frame rate. ----

Shame some people have yet to connect them.

Okay well the 100% CPU usage isint a problem (kernel times are at like 10% when minimized), my main concern is my FPS. I changed my buffer from "512MB" to just "512", no help. All the ATi junk is off by default but i checked jsut to be sure, and catalyst AI is off as well. Problem remains...

Okay well at the expense of my overview settings, a complete clean and client reinstall fixed the problem. Im still confused on what it was exactly

I dont know where you got this notion, but its not true imo. Maximized, EVE (now) uses about 80% of my CPU resources and 0-5% when minizmied.

It depends but it's usually around what you specified (80+). Catalyst AI won't do much either, all it does is load game optimisations that ATI provide, I get no results when disabling or enabling it under EVE. ---
