For as long as there have been capsuleers, there has been rampant crime. Questionable usage of the cloning mechanism to attack vessels in high security space, white collar crime on major trading stations, scams of all degrees, illegitimate manipulation of the market, outright murder and the list goes far.
Consolidated Cooperation and Relations Command has been designated as the peace-keeping glue between the empires, with a law enforcement branch designated the Directive Enforcement Department in charge of enforcing the common subset of laws pertaining to capsuleer interaction. Due to a combination of an inadequate, almost AI like workforce and the breadth of cultural differences, the subset enforced is laughably abysmal.
Why do the empires not allow capsuleers to join and form institutions with actual authority to deal with many of the offenders which slip through the fingers of the CONCORD-backed DED? Corruption may be a factor and an issue, but as much as crime is part of reality, so is corruption. These law enforcement institutions could be policed themselves by law enforcement officials with integrity and the higher-ups by a legitimate, incorruptible party whose interests lie in the empires peaceful and lawful cooperation. If corruption is successfully determined, the offending individual would be banned from ever having such authority.
One such institution exists and could serve as an equivalent of a planet-side Internal Review Board or Internal Affairs Bureau for police departments. As it has a vested interest in the balance of the universe and owes it its livelihood, it is virtually incorruptible.
A simple example with the rampant scams in the heart of Caldari space Scams are okay, they are a natural part of the universe. What is not natural is the non-existent facilities to deal with it on a greater scale. Due to the nature of the capsuleer cloning mechanism, incarceration and permanent death is not possible.
However, capsuleer-based policing and investigative services should be possible, determining evidence in the form of faulty contracts and cooperating to detect and punish the offenders. Punishment can be executed in form of solar system eviction and muting particular individuals in the local communication channels for a certain amount of time for all participants. It would also help with the air of distrust brewed in Jita, beyond removing idiotic and transparent scams from disposable clones.
Now, this wouldn't eliminate scams, but it would make scammers to actually use their brains and not spam the local communication channels in order not to be muted by the capsuleer authorities.
There are many other examples which can be implemented by the empires, from market overwatch to privately conducted scams which can be reported and thoroughly investigated. This would add immense depth and strategy to New Eden, which begs the question why no similar system is in place.

I think if you carefully read several of the other threads on this forum you'll get a good idea why this wouldn't work.
In a nutshell, Informorph Psychosis.
I think there are a lot of us who would make good law-enforcement officials, but then you have a lot of people that end up going nuts-nuts once they become a capsuleer. Who'd watch the watchmen? How would you stop them once they became corrupt?
This might work better here in the State, especially Jita. But how would this work in the other major trade hubs? Concord isn't the best, but I think if you start letting us be the real law-enforcement or the real military, we'd become overlords real quick. Just look at all the the stuff that occurs out in null-sec. Take a look at how things are shaping up in Thera.
Good idea, in theory. But I don't see it working too well in practice. Still, I'd like to talk more about it. No sense spacing the kids with the refuse eh?

Sometimes I think about my security status and laugh a bit at how ineffective the DED is.... In any case I don't see any of what has been proposed working in my favor so I can't say I support it. |

The Suspect Flagging gives Capsuleers plenty of power to enforce basic laws, other laws such as contraband or trade embargo not so much.
The reason for this is simple, "immortality" makes us a poor sort of police force.
A smuggler transporting Forbidden bio-reactive chemicals aka Boosters, in Amarr space for instance would likely be out right killed by a capsuleer para-police instead of being given the option to surrender the contraband and face a fine.
As for Scams, really I care more about the noise pollution in the trade hubs than the actual content. If someone is foolish enough to believe that exactly copying a string from a public bio to an isk donation description will get them double the isk back... let them learn the hard way. |

Most capsuleers are already big enough monsters not to be entrusted with law enforcement powers. I'm fully against this initiative.

Something many of you overlook is there are already Capsuleers in CONCORD. The average Capsuleer on the IGS is and independent Capsuleer. Many of us at the Battle of Caldari Prime, Colelie, and others leading up to those are familiar with CONCORD Capsuleers and Navy Capsuleers.
One of the first deaths over Caldari Prime the day the Shiigeru fell was a CONCORD Capsuleer battleship. |

Pull their capsuleer licenses, impound their assets, deny them access to SCC interface, have stargates and stations refuse jumping or docking procedures or even imprison their current clone.
As you can see, there are many easy ways to punish capsuleers. Ways that are completely controlled by non-capsuleers. There is no need for a capsuleer police. If only the regular authorities would be willing to step up and do more than adjusting sec status, giving out killing rights or making someone engagable for a brief time. |
