Hi all,
There's still something that confuses me.
When exactly can I play exiled from the empire. It says on the card; destroy target card that is being played. When is a card being played? And can I use exiled on a ship that enters my space to attack me?
I understand it that I can use it on a ship that wants to attack me, but my opponent says different. He claims that if I can do that, I could use it on any card on the table. It would be nice to have a definite answer on that.

Hi there,
I read this to be any card being brought into play from another players hand to the table. So I would agree with your opponent.

A card is "played" when its owner places it on the table and pays its cost. There are other ways to put cards "in play" that don't "play" them (i.e. search the Scrap Heap and put into play - no paying its cost) The lingo is kinda confusing at times, but it is consistant, and it just takes some time to get up to speed.
So, with Exiled From The Empire, you can use it whenever any target card is put on the table and its cost is paid.

Hmm, coming from the perspective of an avid Magic: The Gathering player, sounds a lot like a "counterspell" type action. The EVE CCG seems interesting, and to share many timing/stack rules with Magic, at least from what I have read.

given the fact that there will be payed for and there for it is being played, the fact that an outer region can not be destroyed according to the rulebook and then last but not least the mother of all rules: in case of a contradiction, the card takes precedence

Since Exiled from the Empire does not specifically state that it applies to Region cards as well, the card is too vague to consider the Mother Of All Rules in this case. The effect that denies an action always prevails over an effect that allows that same action...
Since the rules state that Region cards cannot be destroyed (a negating default ability/effect), it overrides any other effect that tries to destroy a Region. The Mother Of All Rules could only apply here if (and only if) an effect actually stated an exception for Region cards.
