Question: What is this number - is it 31, 32, 33?
Lets say for an example a character with 27 in Intelligence. Would installing a +5 implant bring it to 32, or is it capped somewhere lower?

32 with max remap and +5'a
Although on a brand new character yout can use a cerebral accelerator to give you +9 to all attributes for 14 days. |

Hmm.
I have a character with 27 base INT, and having installed a +5 implant, the attribute now shows up as 31.
CCP, ubad at math?

Reched everything: 27 base INT, +5 INT implant - it's still at 31.

Another character that I have also has a 27 base attribute with +4 implant = 31 points.
No idea then. I guess the next question is do you learn skills at proper speed and the 31 is just a display error or do you really lose out on skillpoints. This might actually be one of the rare cases a petition to CCP might be justified. Make sure to ask for reimpursement of missed skillpoints as well!

Maybe clear your cache in EVE, but also check the readout in Evemon and on EveBoard.

I've done a comparison between the above-described chars: The one with +4 implant trains a 3x Rank INT/MEM skill from Level 3 to Level 4 in 1 day 18 hours; +5 implant one is 1 day 17 hours.
Sounds about right.
On the attribute sheet they have absolutely the same INT/MEM stas.

If you never remapped, there are some legacy bloodlines that have a "bonus" statpoint due to having one of their stats at 4 base. When they removed learning skills, all "base" stats got bumped to 5 before adding the bloodline and learning bonuses, resulting in an extra point. That point was lost when you remapped, however.
As a result, a never-remapped pre-Apocrypha Minmatar Brutor can theoretically have 33 willpower and a never-remapped pre-Apocrypha Gallente Intake can theoretically have 33 charisma.
Why you'd ever want that, is unclear to me as I was personally MORE than happy to get rid of my base 4 perception. |

Why you'd ever want that, is unclear to me as I was personally MORE than happy to get rid of my base 4 perception. Caldari Achura started with 3 charisma, then +12 was added to all stats when learning skills were removed, so legacy Achura have 15 charisma, or -2 from the current minimum of 17.
I had the +2 to applied Willpower until I remapped after ~3 years. |
