It was kinda quietly dropped in the ships and mods forumn. I never saw an answer to the question about if it affected npc hitpoints or not.

Wow... that's going to chang a lot of things. It will likely affect NPC's too because they use ships we fly... not 100% sure of the consequences but I think it'll make PvE harder and PvP more fun.
Basically we'll have to do 50% more total damage to tons of ships, they will only have to do 50% more damage to us. If our tanking was increased by 50% that would be different... but our tanking is staying the same, it will simply extend how long that tank lasts at a given level.
Overall I don't mind change... I just hope it is tweaked to balance out a few issues that will come from it.

I hope not. there's absolutely no point in making NPCs harder to kill except reducing the isk/hr of mission running. it would probably reduce my isk income rate by a 1/3 or something. it already takes me a long time to afford decent equipment (nothing extravagant like HACs or faction stuff) and a change like that would make it too frustrating.

I've always said all NPC's should be made 2-3 times more difficult... but their numbers should be decreased and their drop rate/bounties should be upped substantially to compensate. This way fighting NPC's is more like fighting players to some degree... in that a BS would be a hard fight for a BS, etc.
Enemy ships should use drones, have multiple turrets/missiles, etc. They should use the full capabilities of ships just like we do... you can always give them substandard mods that they use which will make them less deadly... or give them penalties for low skill levels (thus making it possible to have harder "bosses" that are more skilled, such as "Dread" gurista and such.)

You are wrong.
First, NPCs don't fly the same ships we do. Ever wondered why Guristas are most vulnerable to kinetic damage no matter what size the ship? Ever wondered why amarr are so vulnerable on their shields with em damage? Strange, heh? ;-) Their ships just look like ours, but thats about all there is.
Second, it would be stupid to increase any damage output. The hole point in increasing HP is that the pvp dogfights or fleetbattles are not over before they even began. They increased HP with RMR and now they will do it again. There won't be any changes on repair amounts or repair cycle times and there won't be any changes in damage outputs on any weapons because of this.
However, i'm interested in the question about increasing hp on npc ships. :) Since the point of increasing is to lenghen pvp fights, lets hope everything will be the same for us missionrunners. And because most commonly missionrunners are permatanking their missions (with the exception of the first months in a t1 cruiser with lvl2 or 3 missions) the increased hp shouldn't change anything for npc battles at all.
I'm flying around in missions with 6k and more armor on my battleship. I would be fine with 2k and it will be the same if i had 9k armor on it. :)
