Train engineering to level 4 and weapon upgrades to level 3 and you'll have a much easier time.
Also, if you don't really need it, ditch the afterburner, it eats tons of grid.

As an alternative, you could use rocket launchers. They do great damage, and are much easier to fit than standard launchers.
The downside is that they have very short range, so you need a webber to go along with the AB, to make sure you can catch the rats.

If you're still badly in need of PG after training Engineering up to 4, then train Advanced Weapon Upgrades and fit a MicroAuxillary Power Core.
For CPU, train up Electronics and Weapon Upgrades as Dark Shikari said.

Powergrid: Engineering skill, and the Reactor Control Unit modules gives more grid than the Power Diagnostics module.
CPU: Electronics skill, and Coprocessor modules.
Get your Engineering and Electronics skills to 4 as soon as you can, should be able to fit that stuff.

Also, until your skills are up, if you don't want to totally get rid of the afterburner you can fit a civilian AB for a modest speed bump up to about 330. It is easy to fit and sips cap, so you can run it throughout a battle.

Switching to Caldari ships from Gallente with lots of SP I couldn't understand why I couldn't fit four Launchers to a Kestrel. I scratched my head furiously for a while until the penny dropped. The Micro Power Core is custom designed to solve this problem, insta Power Grid boost for Frigates.

RCUs are for ships with greater than 100 PG as they boost PG by a percentage.
Anything smaller should use a MAPC as the +10 bonus is better than any other module could offer.
