I'm looking for a ship to rat with in 0.0 space but preferably cruiser sized or smaller as i'll be in other peoples territory and would like a ship that can manoeuver much better than a BS.
Primary weapon should be lasers as that means i won't be dependent on ammo. A few of my skills:
Amarr/Gallente/Minmatar Frigate level 5 Assault ships level 5 amarr cruiser level 4
I can also use T2 small lasers but only T1 medium lasers.
A cruiser would be good but they're bigger and slower than an assault ship and I don't reckon i'll be able to make a cruiser able to tank sustained fire from several BS, though i do have very very limited experience in amarr cruisers (only ever flown an Arbitrator).
At the moment I think my best option would be a retribution with the following setup:
4x medium modulated pulse energy beam (4 T2 won't fit) 1 E5 small Nos 1 AB II 1 Small armor Repper 1 Heat Sink II 1 Cap power Relay 1 Adaptive Nano Plating 1 Rat specific Hardener (haven't decided where i'll be ratting yet)
I've run a cap test on quick fit and everything (including the repper) runs forever with my cap holding at about 42%.
I'd appreciate any thoughts or advice from people who rat in cruiser sized or smaller laser using ships.

Enyo and vexor are the only ships I've 0.0 ratted in, but they did do a teriffic job. Killing the tankier BS's in an enyo was like pulling teeth though - it tended to take 5-10 minutes... However everything else fell apart nice and quickly.
But the vexor cost half the price and could field the medium drones to up the damage.
If you're going to be in unfriendly space it's definately good to stick to a small ship like you planned, but if the vexor/enyo match is the norm I'd honestly have to say go with the sub 10mil cruiser, even though the af's are so much sexier.

If you decide to go for the retri, I'd fit like so:
4x Dual Light Pulse II (Conflag) 1x Small Diminishing Nos
1x 1MN Afterburner II
1x Small Armor Rep II 1x Energized Adaptive Nano Membrane II 1x Energized Thermic Membrane II 1x Heatsink II 1x Cap Power Relay I
Personally I take gistii a-type ab instead of the tech2, since that makes the ship cap stable even without the nos running, but then again, I don't take it to 0.0. I did kill the 2x bs, 3x bc spawn in downing the slavers lvl4 (the one with the omber roids) with that setup easily though. Remember to bring longer range crystals in case of tacklers who orbit you outside conflag range.

Personally I prefer a decent sized ship to rat in, as much for the cargo space as anything, but also for surviveability.
My local areas are catch and providence and I usually rat in a Prophecy. With your cruiser skills BC should nnot be hard to get and with Kali BCs get more agile.
Killing 850k Sansha rats in my Prophecy is not a problem and my skills are not that great. Main advantage of this thing is that it tanks very nicely.

If youre going for Guristas/Serpentis, use the Ishkur:
3 Neutron Blaster IIs 1 AB 1 Web 1 Gistii Shieldbooster 3 Mag Stabs
Then a bunch of drones (Thermal/Kinetic, depending on rats)
I THINK that was it anyway, you might have to drop one Mag Stab for a relay depending on skills.
^^ I killed one of the Serpentis Officers with that ship btw. Officer + 3 BS + 5 Tacklers, had no problem atall. Just gotta kill the webbers quickly.

I want to second the recommendation of using a Vexor. It has a few benefits that are specifically important for 0.0 ratting. -Huge 480 m3 cargo hold for all the huge BS loot -Can do more than half of its damage with drones, thus saving you ammo. Things are expensive in 0.0, and hard to transport through the pipe -Has great agility for a cruiser, and goes to warp fast. Really important when you are trying to escape from pirates to your safe spot. To preserve this advantage, I never plate my ratting Vexor - just use armor hardeners -It has bonuses to both frig-size and cruiser-size drones. Light drones are just what you need to take out those pesky warp-scrambling frigs. No other cruiser will allow you to load both medium and light drones at the same time -Very, very inexpensive to buy and fit out well. Essentially, a fully fitted Vexor pays for itself in one hour of 0.0 ratting (or even less)

Use the Arbitrator - with drone interfacing 4 and 2 frigate tech2 beam lasers it should do enough damage and be able to handle 2 x 950k BS, 3 x 80k cruiser spawns, and any frigates. Orbit at 5km to stay under one BS guns, while using a tracking disrupter on the other BS / escort ships. Also can use 5 medium and 5 small drones like the Vexor, with 2 lasers. Arbitrator is the ship i'm tempted to choose actually, I have Gallente cruiser 5 and only amarr cruiser 4 at the moment however the Arbi has the Tracking Disruptor bonus and the extra mid, how useful are tracking disruptors?
I can use T2 tracking Disruptors and assuming i'm fighting turret ships (Blood Raiders/Serpentis) and have a suitable tank fitted and 2 or 3 TD's in mids would I be able to hold out against triple BS spawns in an Arbi?

Definitely arbitrator. Lasers = no ammo problems, drones = no dps problems. Corpmate of mine was solo ratting angel battleship spawns up to multi-1.5M size very effectively in his Yarrbitrator.

Arbi has the added advantage of being able to fight back against some pirates even in pve setup.
