Hi, What role does range (snipping) play in this game? How important is that? For example in L2 range was all in pvp. If i`d choose to be a snipper in this game (big range, and a nice alpha strike), can i play with such a setup in pvp and pve (both mission and ratting. as well as in pvp gangs) ?

fleets mostly, and soon it will be nerfed (kali) for solo sniping at gates

Although sniping is getting the nerfbat in Kali, I wouldn't go as far to say it will be useless. Sniping has and will be an essential part of any well rounded fleet/gang. Caldari are by far the easiest to snipe with, the sniping line and their T2 counterparts are the merlin/harpy, cormorant, moa/eagle, ferox/vulture, the new rokh. Rokh will be the best sniper in the game after Kali, so train up T2 large hybrids and slap some 425mm II's on it. Following caldari, most people choose the megathron for a sniping platform and it does very well with the damage bonus and tracking bonuses it gets. Tempest and next the Maelstrom are minmatars snipers, 1400mm II's have the highest alpha strike on turrets non-capital weapons, but worst dps. Then apoc/geddon with tachyon II's have highest dps out of sniper weapons but are the hardest to fit, you cant fit 7 on a geddon without 2 T2 RCUs.
Well there you go, I wouldn't bother trying to missle snipe, because it can't really be done.

As a sniper you need to either kill your target very very fast or haev someone holding the target in place... So snipers are limited mostly to PvE, gatecamping for soft targets or gangs/fleets with tacklers and other long range ships...

Sniping in EVE is all about maxing your lock range, lock speed, weapon range and weapon damage at the expense of a tank or defence against smaller fast ships.
The upcoming nerf isn't really much of a nerf - long range T2 ammo is getting their 100% range bonus to an 80% range bonus and are taking a slight damage hit. That's it.
For sniping, you want to be able to lock and shoot out to 250km (the maximum targeting range). This is accomplished with T2 long range ammo, 3 Sensor Booster IIs and 3 Tracking Computer/Enhancer IIs (note that lasers have a hard time sniping). Finally, fit 3 damage modules in your lows and you're sorted.
At the moment you have 2 options for sniping:
1) Megathron with 425mm Railgun IIs and Spike L ammo
Great optimal range, consistant DPS, poor alpha strike (i.e. damage per volley). Can easy hit 250km lock range.
2) Tempest with 1400mm Artillery IIs and Tremor L ammo
Not as good optimal range but huge falloff, lower DPS than the Megathron but a much higher alpha strike (which is got when attempting to one-volley targets). The Tempest will also lock faster than the Megathron, but it needs 3 Sensor Booster IIs and Long Range Targeting 5 to hit the maximum range.

You forgot the apocalypse.. it is also a very extremly mean sniper

However sniping in pve is only useful if you are belt ratting, or the mission drops you off far from the NPC targets (that is if you can dictate the range). This is because you can hardly fit a tank on any sniper setup hence making it generally useless for pve, where tanking is generally more important then sniping.

I think the consideration of sniping being slightly nerfed is that all ships are to get an HP boost. Since sniping requires that your aren't max damaged (long range ammo has less) then it'll take longer for ships to drop, increasing their likelihood of getting out - particularly in low sec - not counting dictors/bubbles in 0.0.
