Good or Bad?
Imo yes, more specialization skills can be good, as long as they have high rank for little advantage. ei: 2% damage rank 8 or 12. Now it depends on if CCP wants to make older players more versatile; as in fly more ships, or be slightly more powerful. i do not want this to turn into WOW system.
------My Idea of Specialization is different in a way, if it was up to me (Thanks the gods iam not.) i would have a Specialization skill per ship.
Example: Apocalypse battleship Specialization, Rank 12, 1.5% Armor rep amount per lvl. Not to easy to train, will this make you more powerful? not really, 1.5% is not significant enough, but it gives you the option to stop training for a curse or Heretic and slightly improve flying your favorite ship.
crappy Ship like bombers can be like this: Manticore Specialization rank 8: 2% dmg per lvl. something to make up for CCP's mistake.
flame away you lovely people, your opinions on this matter are valuable no matter what they are.
oh and, nurf amarr, they re overpowered

I like the idea allthough maybe Ammar BS spec would be better than Apoc spec or Geddon spec etc!

I also like to add that ( Heavy assault, assault ships, logistics, battle cruiser, reckon, interceptor, interdictor) threw spec out of the window, thats why people can easily switch to Cerberus for instance just to use it for missions increasing its value. Switching Races shouldn't be all that easy. especially for a t2 ship.

What about stuff like Amarr Battleship Specialisation?
Instead of 2% or so advantage to repair etc maybe it could be a 2% bonus to the ship bonuses (if that makes any sense) for instance when in an Armageddon you would have faster RoF, might be too overpowered though.

I like your idea a lot. I don't like that I'm currently only 2 months from having maxed skills in my ship of choice and I'll have to train up these new specialties to be really uber. heh.
I would prefer Amar Battleship Specialization though instead of Apoc specialization. How about the specialization skills gives a slight bonus to the area where that ship is tightest? Like gallente ships get a cpu boost, minmatar get power, Amarr get midslots and Caldari get a *****? (last two are a joke).
I would like things like Surgical Strike Specialization and motion prediction Specialization too. I mean, hell, we got our skills to level 5, may as well give us a few freebies (lev 1-3 on the new skills).
On the other hand. Perhaps I'd have more fun if I trained a new line of ships rather than work on another layer of skills for the ships I currenlty fly.

I like the idea about spec skills for ships but making spec skills for the gunnery skills too, which means CCP should make spec skills for the missile skills too for the engineering skills too for mining skills too etc etc etc.
It would create a too many new skills that you have to train. Ship spec skills imo are enough we can start from there and watch how it goes. Although i think we not gonna see it soon.

I think there should be a few specilisation skills in game, but i honestly think they should be insane learning times forcing people to SPEC proper.
Like for instance i have lvl4 spec trained on advanced learning skills, i dont use implants cos 99% of ym eve time is trying to get killed but id be happy with like lvl1 of the new specilisation skills taking like 20 days or more.
Being the amarr ***** i am id like 2 see.....
amarr cap spec......5% extra cap amount per level.
amarr armour rep bonus.........5% extra rep amount per lvl
Have the req.s insane to be able to train even lvl1 of these skills.
Maybe even have a skill like amarr specilisation that would need to be trained to certain lvls just to allow training of the above, it could be like rank12 or so also.
Obviously other races would have there bonus also.
Maybe with decent training times it would take someone like me who is pretty much maxed on amarr a year to even get to lvl3 of both spec

there is all ready Spec skills for guns and missiles. Heavy missile Specialisation for example. and no, you don't have to train the skill, you can if you choose to, for me, there is at least 200-300 skills out there that i don't have, doesn't mean i have to train them. and i rather Specialize than train or use new ships.
