Here's what you do - use your map, check out all the display options settings. Get a pad of paper and a pencil. Write down all the systems that are out of the way, that haven't had any ship or pod kills, and have very few "jumps in the last hour". Do this every day, hell might want to check multiple times a day, for a week or so. Cross off systems where anyone has been podded, or had a ship blown up. Cross off systems with large numbers of jumps in them. Check out whatever is left in a shuttle. Make instas for stations if there are any, for gates, and for safespots.

Well, you can be reasonably certain that anyone creating a new character in Amarr space these days didn't look at the forums first. :)
But yeah,you can find some 0.5 to 0.7 in amarr space that are not too crowded- as well as some that are pretty crowded. The key is to get far from the hub systems AND off the path to common 0.0 and other hub links in whatever empire you are in if you want peace and quiet.

There are always 'suicide' buttheads...
And if you post a 'safe' system here in the public forums, it won't be safe for long...

Most HighSec systems are safe assuming you stay a little wary and don't do silly things. If you're mining though, you might want to go to a quieter system to get some ore to yourself and avoid ore thieves. Just use your map for that, as already explained.
I'd avoid home base systems that are too quiet too, as you'll find it inconvenient in other ways.

From my experience, once you find that 'perfect' quiet system, you will soon realise that the dreaded Chinese ISK Farmers roll through said system as soon as the good ore spawns

1.0 and 0.9 is very peaceful... but not productive.
As far as 0.7... off hand i can't think of the system, but i have one that sees very little trafic and is always full of minerals. At least when im in there.

It's been said in the past that of the four playable races, the least chosen has been the Amarr (Caldari is the most popular). Combine that with the fact that the Amarrians hold more Empire regions than any of the other three races, and it's easy to see why the likes of Lonetrek and The Forge are much busier than say, Kor-Azor or Devoid.
Depending on *why* you're looking for "quiet 0.5 - 0.7" space, you may or may not be interested to know that ore distribution is not even throughout the Empires either. For example, kernite exists in many Amarrian regions in systems of up to 0.7 security, but the best you'll find in high-sec Caldari space is plagioclase.
In short and generally speaking, Amarr space for the win.

Well, any 0.7 or above system will always be full of ore as they regenerate every day during downtime (can't say the same about < .7)
But you looking for 'peaceful' systems below 0.5 ...GOOD LUCK!!

I've found a few 0.5 systems that i've mined in. Run into issues with NPC's in an Indy... but that's just the newb in me coming out.

Months ago I used to mine in Adeel, which was a lowsec system that had the advantage of being isolated in highsec so -5 pirates couldn't get to it, and was also a deadend so had no through traffic. Some areas of the Placid region are also very quiet. If you find some non-hostile locals it's worthwhile exchanging standings with them.
It's surprisingly easy to avoid trouble if you pay attention. The other day I paid a visit to a research agent in Egghelende, notorious pirate haunt, and jumped straight into a gatecamp. Of course, because it's lowsec and they can't have bubbles or tacklers, and I was in a fast ship, I simply warped off before they locked me.
