Ok, perhaps I should have put this on the Skills forum, but I figured it's more of a noob question...
Many items have Primary and secondary skills, some have tertiary skills... and for the most part, all of the secondary skills and tertiary skills are covered by the primary skills...
As an example, the smallest mining Barge: http://www.eve-online.com/itemdatabase/ships/miningbarges/ore/17480.asp
Mining Barge I Astrogeology III Science IV Mining IV Industry V Secondary Skill Requirements Astrogeology III Science IV Mining IV
Why bother listing the secondary skills unless they are different or higher then the primary? Noob in training...

for the mining barge the Procuer (first mining barge) the osprey can out mine it so the best thing to do is to automatically train straight to the (2nd largest barge) the Retreiver

Reading skills ftw...
Its listed for simplicity, all skills in there are required to fly the ship, but some are only requirements of the requirements, if you get my meaning. ---------------------------

Yah it' silly how they list the same thing twice. Prolly an oversight in the programming that displays it, file a bug report and maybe some day they will clean it up.

From what I understand, the secondary skills are what's required in order to be able to learn one of the primaries. And the tertiaries are prereqs for one or more of the secondaries. I think they list them all so that if you're a brand new newbie, you can get an idea of what skills you need to train in what order, prerequisites and all.

For the Procurer it's just a coincidence that the primary and secondary skills are identical. You need Astrogeology III in order to train Mining Barge, and it just happens that Astrogeology III is the secondary skill required for a Procurer. But when you get to the Retriever and the Covetor you will see you need a higher level of Astrogeology then III. So, while you can train Mining Barge all the way to V with only Astrogeology III, you still need to train it level IV and then level V to use the Retriever and Covetor respectively.

There's one difference to primary and secondary skills (if I understood correctly).
If you have to lose a skill due to being podded without a clone and the skill you lose is a primary one you can't fly the ship anymore, if it's a secondary one you can still use that ship or module.

Close but not quite. While you will still need all the required skills, primary, secondary, etc. What you don't need it the prerequisite skills of those skills. Using the example of a mining barge, it requires that you have Astrogeology, but if you can get Astrogeology without training Science 4, you can still fly a mining barge. How can this happen, you can lose skills due to being podded with low grade clone, or also, atleast in the case of Astrogeology, it is possible to start your char with that skill but not have Science 4.
So with the basic mining barge the real requirements are Primary: Mining Barge I, Secondary: Astrogeology III. The item database list their prerequisites as an FYI for you. You will note that those other skills (Science and Industry) are indented to show what skills they are required for, but are not actually required for a mining barge.
