The patch notes has been updated with:
Agents and Missions
- If you decline more than 1 mission every 4 hours you will now take a standing hit to the faction that the agent works for.
We're sorry this didn't make it into the patch notes earlier.

Originally by: Ampoliros Wait a minute. Is that one mission every 4 hours, or one mission per agent every four hours?
That is, do the changes mean that if I get a mission from an agent, decline, move to a different agent, get a mission, decline...that I lose faction standing with my second agent? Or is it just an addon to the corp standing loss from declining more than once in 4hrs?
Sorry, that was my fault, i sent the update for the patch notes to Wrangler, i should have been more clear, It's 4 hours per agent, you're free to go find other agents and decline missions for them. I`ll try get this changed asap. ___________________________ ~Jiekon

Originally by: Justrip Will it also mean a standing increase to the opposite faction? That could help if you are trying to increase standings with a faction you can not run.
No, it's only a decrease to the faction you are working for, it will not help boost factions you don't like. ___________________________ ~Jiekon

To clarify things we have now updated the Patch Notes:
Agents and Missions
- If you decline more than 1 mission, per agent, every 4 hours you will now take a standing hit to the faction that the agent works for.
And yes, feel free to throw a pie at Jiekon.

Originally by: Joshua Foiritain That seems harsh
It fixes an exploit where people could decline loads of missions in a row with almost no penalty. Now if you wish to decline loads of missions, you have to wait 4 hours and/or find another agent to run for a little while. Or take the faction hit, of course. ___________________________ ~Jiekon

Originally by: Eve Zlanshard Just a newbie question.
I didnt exactly refuse mission. But last week, I did ask for two missions (different agents), find it not to my liking but did not accept it and let it expire. After it expires, my standing took a hit, dropping 0.4 to 0.3.
Is this a result of the said topic?
nope

Standing hits towards corporations where pretty large tbh so what exactly was the exploit?
You could take loads of agent / corp hits, but if your faction standing was high enough, you could always talk to that agent. ___________________________ ~Jiekon
