Disclaimer: This is not guaranteed to be 100% easy since in the end its chance based. I personally have had much success with this method, and I will be moving on to do other things when Kali comes along. So I have decided to share my money making secret with my fellow pod pilots.
Ship Needed: Assault Frigate with Explosive and Kinetic Tanks, HAC is better, but I have done it in AFs Modules Needed: Codebreaker I (needs Science 5 & Electronics Upgrades 5)
I'll focus this post on the COSMOS complex in Tvink called Contested Minmatar Guerrilla Base. Inside there are multiple acceleration gates, one leads to the Data Center. In this area there are tons of structures that appear as cargo containers. These structures are "locked" and need the Hacking skill and Codebreaker mod to open. Ideally you want Hacking 3 or 4 to be able to open all of the structures.
ISK Rewards Here is where the ISK making opportunities come in. Inside these structures will be random pirate parts which are themselves worth a modest amount. The jackpot comes when you open a structure and there is an Angels Encryption skillbook, which at the moment is worth 250m-300m ISK on market. I have had days where I have found between 5 and 10 of these books.
Risk Now of course this is not easy. While you are going around opening up these structures, rats will be constantly spawning, mostly cruisers and battleships. ThatĆs why you need an Assault Frig (or HAC) with a good tank. So these rats donĆt kill ya.
Keep in mind that this complex is in High Sec, so the best part is no one can "own" the complex. No other player can shoot you if they claim it is their territory, because CONCORD has your back.

Angel Encryption skill (and all the other COSMOS pirate encryption skills) will be turned into the racial equivalent, in this case Minmatar Encryption, wich is needed for Invention... Question is, will this become the hottest selling industrial skill, or will it be seeded on the market?

a. after you warp in and do a bit of hacking, these pilots will warp out, leaving you to defend yourself against the entire spawn. When you can't do that and warp yourself, they will call you a leach and threaten to war dec you (from their alt corp as these players hang in a NPC corp so you can't wardec them directly). If you resume hacking, you will be wardecced in a few days.
or,
b. after you warp in, you will be scanned (by a covert alt). after you start hacking, at least two characters from said corp will arrive to blow you up. they will also be destroyed by concord (to comply with the rules), but you are dead too, and your can looted by the original chars form the NPC corp. Rinse, repeat (if you choose to lose more ships).
yes there are plenty of Angel skillbooks available there, but it is not risk free. my guess is the Agony folks got booted by the same chars, so are now advertising the spot.
you can take a bs into this spawn. AF may be a bit of a stretch, unless there's lots of other folks about.

This has worked for me too. Most folks seem to need three or four ships to handle the spawns, but I've picked up several books just leading the spawns away and warping back. It only gets really bad when newbie harvesters move in and pretend like they run the joint, but you can pick up a couple billion without firing a shot on anything other than the scrambler frigs if you're patient/bored.

ps: The market for these seems to be a little better than Connections books considering how quickly I can harvest them and I expect the Methods to stabilize down around that price point.

It is hard to instapop a tanked AF before CONCORD gets you. With the HP increases coming next week, it will be even harder.

They usually use Caracals. Cheap with a massive alpha strike because of the missle boat feature.
I think I read somewhere that they weren't seeding the Encryption skillbooks but were making you find them still. I think they mentioned putting them in those secret escalating complexes you have to scan out, but they weren't clear if they were taking them out of COSMOS complexes.

I doubt that you can find "5 and 10 of these books" in a day. ( Unless it's been changed recently, you are lucky to get 1 book from day of camping).

It should be buffed. The whole reason that Angel encryption and Sleeper's are so expensive is because it's hard to get. You need to tank angels and books don't drop that often. For example, you don't see Yan Jung Technology or Serpentis Encryption go over 100 mil, because Yan Jung given as a mission reward and Serpentis Encryption is very easy to get from Deltole.

EDIT: This books will probably go up in price after Kali, because if I understood it correctly they will be used for the invention ( under different names though). As for now, I have no clue what kind of people pay that much for them, since they pretty useless, especcially Angel encryption book. ----------------------------

I have done probably half the Gallente COSMOS missions and I have a bunch of them. They are three run BPC's that create a unique named item that cannot be found anywhere else and is equivalent to a tech2 version of the same mod. In order to make them you need hacking, one of those bizarre encryption skills, and some of the random items you find in the same areas that spawn the encryption books. I personally have not bought or sold any of these items, but I think some people either make them for themselves or do sell them because the price on the items and the encryption books indicates a market.

The price indicates there being speculants for a future possible market, there's no current market for these modules, at least none that I've seen.

I can confirm that this will work.
There is a guy who likes to think he 'Owns' that complex and farms it with a host of alts. Anyone else does go in there and he starts smacking local over how he is 'In charge' and will 'Wardec you if you don't get out'. From what I've seen in local, looks like he gets more alts in another corp to wardec you whilst he sits in a n00b corp getting fat. What a weasel.
Anyway, I think he is borderline griefing with this but anyway, back to the point. I know for a fact that books spawn pretty regularly here. A corp mate found 5 of them over a 4 hour period. I'm sure to an extent it's chance based though and he may have just been lucky.

Yes, I know. I have hundreds of these BPC's, but only very few ( and not from Ani) worth the effort of doing something with them and they aren't needed Angel Encryption.

1) would be nice if they were seeded in kali but only the devs know if they will or wont
2) got locked by a buZZard with a couple of ships floating outside the edges of the plex but yeah i doubt they will suicide a Claynmore :)
3) 4-5 books in a day - i can see that easily
4) revelations changes will/might mean that the spawn sites for the book and new agents encounters etc. will/could mean that they plan not to seed but to dramaticly increase the availability thus dropping market prices
