Skills no longer train when the owning account is deactivated.
that is one seriously low-blow to people who own multiple accounts (i personally pay for 3, and the training downtimes help me keep all 3. this puts a hinder on my pocketbook more than anything). I'm hurt CCP, and i think alot of others will be as well.
All artillery damage has been increased by 5%.
in this case, i'd really much rather see a reduction of Powergrid need for arty. even with good skills artillery is difficult to fit and not be suicidal, given the changes to hitpoints, artillery will become less used in small warfare as most players will be able to close to range and get under the guns of these players before the output damage really gets the time to do half its job. add this on top of the nerf to the quake ammo (10km optimal range w/ 720MM howitzer II's is so unbelievably sad... its difficuly for any dedicated artillery setup to HIT things at that range even with a webber on the target).
while i'm not going to complain about the lost turret slot of the hurricane, (its still a very nice ship), i feel that its really no better than an armor-tanking cyclone now with slightly more dps potential when used with autocannons.
as for the maelstrom.. i am not sure of my stance on this ship anymore.. it *looks* ok with the 8 gun slots, but the active tanking bonus is not the ideal bonus for this ship. as others have pointed out the amount of cap required makes it a very difficult choice to want to fly this ship over a tempest or even a typhoon. at the same time though, i'm not sure what would be best to change that bonus to. a passive tank bonus will make it stronger, however will not bring diversity to its abilities. perhaps making it more like an oversized stabber/vaga and replace the active tank with a speed bonus.

Quake ammo works great if you trippleweb your ari targets within AC range with the Bellicose, best with a TP or two on top.
If your sarcasm detector just blew up, it was partially defunct to start with. --*=*=*--

Is seems logical that if your account is disabled due to non-payment that you shouldn't be able to train it. I mean that can be exploited, set up a skill train that takes over 30 Days (Like the 44 Days it took one of my friends to get Mining Barge 5) on the day before it expires then pay it a month after and you got a free months training.. I have limited finances also but pay for 2 mains...With EVE if you wanna play you gotta pay!

This is true, alot of weaps have been nerfed, but alot of ships have had there hitpoints boosted. CCP is trying to make PvP Fights last longer, and I have no probs with that, gives me a chance to split if I want to save my ship.

No where in the claim you cited above did it say "Exclusive offline skill advancement while you don't pay for it".
The main reason this change could be atributed to is people pulling off long skill training on a character and then selling them for ISK. Its not a huge disadvantage. Its what most people would call fair. You want to get benifits from the game these people have slaved over for the past 6 years, you should put down your Ç10 a month just like everyone else. ----

Deactivated accounts aren't a big drain on CCP. I'd actually go so far as to say they're the big moneymakers - after all, while a deactivated account isn't paying that month, they will the month after - and most people that switch active accounts probably do what I do; that is, dabble. Barely play the game. IE, use less resources while paying the same or more money.
My suggestion is to make it *more* legitimate, not less. Create a second tier of account that cannot do anything except change skills - and then charge $5.00 per month.
I'd be willing to pay that for all 3 of my characters - and because I'd be paying roughly as much as I would for a single character while using much less in the way of resources, CCP would probably make more money. Win-Win.
OTOH, I could just drop the game entirely. I've been too busy to do much in-game lately, so I feel I'm just wasting my money - except for getting to train my skills. Oh yeah, in a few days, this account will be deactivated. Which is why I just spent a WEEK training up a skill I really didn't need up to 4 - so I could be sure to set it to 5 before I deactivate the account.
Not to mention the combined forty days or so I've spent training up L5 basic learning skills - what a frickin waste.
Or training up Electronic Warfare 4 so I could get ECM Drone Interfacing.
But at least my great new ship the Drake is coming, right?
...
And no, if I quit I'm giving my stuff to my brother and selling two of the characters.

Rofl. I can already imagine, how it is. Rokh shooting at 245 km, I'm sitting there in my tempest with 3 tracking mods and 169km opti-range, with a 4th mod 178km. WoW. So I'm missing the rokhs with 5% more damage.

WTS Reading Ability Skill. Seriously, does your skill not train while you're offline? Better bug report it then.

And how many skill they can train with this feature? Only one. I know there are some long skills. But to be able to train such a long skill you still need to play with it. That means subscription. And I put down the $15 as everyone else does. Just it was a nice thing to be on holiday, and you knew that your character is evolving.

Of course they didnt really change the feature that skill training continues while the subscription is not active.
Skill training while on break from eve encourages the return and thereby another subscription period as you return to a more evolved character as before.
The returning players renewed subscriptions outweigh the benefit of forcing people to subscribe all the time even if they dont play the game just to have the training continue.
So allowing skill training to continue benefits CCP more then the opposite.
You dont pay for your skills to train, you pay to actually play the game, use your chunk of the servers capacity and most importantly to have fun and thats absolutely correct that way.
