Is this going to be a possibility? Basically what i'd like to focus on is running missions and being able to compete in pvp, I'm not really interested in using missiles, and from what ive read it seems like its only really possible to play with missiles as a Caldari.
I want to be able to use railguns and be able to run up to level 5 missions, will I be able to do this effectively? Or is this a lost cause?
Also, does anyone have any suggestions on a skill build for what im looking to do, i currently have all my learning skills/perc/willpower/int/memory trained to level 4 and the advance skills, i am now ready to start to train to be able to do mission running//pvp and am looking for a guide or someone whos willing to answer my questions.
I do know missiles are more effective but i just dont want to use them i'd like to use railguns.

Look at the caldari ships.
Decide which of the caldari railboats you want to fly.

Bantam is a mining frigate I thought?
OP: nothing stops you from training for railguns. After I had my adv learnings to 4 (something that takes about a month less time now), the first thing I did was get caldari frig 5, and AS 1. Then I trained for t2 small railguns, and got all the support skills to 4. I was going to move up to an eagle, but the lack of DPs was a letdown, and the lack of a rail BS was a letdown, and so now I have about 7.2mil SP in missiles.
That was almost exactly a year ago. If I were in that situation right now, I'd likely go get a harpy still, then fly it while getting Caldari BS trained, and Large hybrid, then I'd jump into a Rokh, and go for Caldari BS 4, and large railgun spec (while working up support skills).
Keep in mind with Caldari, you will have range but lack damage, whereas with Gallente you have damage but lack range. Caldari also get the useful shield resists bonus, whereas Gallente don't, they get various 2nd effects, mwd effectiveness, rep bonus, tracking, whatever.
I think with the Destroyer changes though, you may find a comorant to be fun to fly, however if you are set on rails, I would suggest grabbing a moa, and using that until you can get a Ferox. Then use that untily ou are ready to Rokh.

I am a caldari pilot who can fly both gallente and caldari ships (and i use both missiles and rails)
Basically, for missions, nothing beats cruise missiles, a raven, and a gistii A booster.
Yes, i have tried a rokh with blasters, a rokh with railguns. I have also tried armor tanking with a hyperion. Let me assure you that using guns for missions is a complete waste of time because :
1) You cannot use MWD in deadspace missions. Which means you cannot get close to your target in time. 2) An extremely high number of npc ships in the mission has short range weapons.. meaning when you get in range.. there's a pretty good chance you cannot tank 6 battleships at close range. 3) Rokh only has 50 ms space for drones; missions have a nasty habit of aggro'ing the entire area the moment you use a smartbomb or drones.
Bottom line is, use a shield-tanking missile ship for missions. Use an armor-tanking, webbing, blasterboat with NoS for pvp.

You should, the Eagle is a relatively cheap HAC once you reach that stage, take the road less travelled!

Caldari seem to be high on the important perc/will for the gunnery skills
And also the 800k skill point (pre-tues patch) is able to give you Gunnery 5 and Small Hybrid Turret 5 |

i did this and it does work.
though i find that as a caldari pilot rails work better on gallente ships which i now specialise in.
though if you just wanted to specilise in caldari ships you can do this-
merlin - moa - eagle - ferox - rokh.
but you will find that as caldari gunboats lack the damage bonus that gallente ships have, the gallente equivalents tend to be better , even though they were designed as blasterboats.
eg compare-
incursus - thorax - ferox - megathron
id recommend training hybrids, and training caldari + gallente ships.
but imho gallente ships are better.

Rails/blasters
Caldari have a natural bonus for optimal range, making them good snipers. However, their gunboat slot layout + the usually lacking damage bonus makes them relatively poor in damage output
But it doesn't hurt training it. Training rails and/or blasters means you can combine it with Gallente as well
