CCp should make the WHOLE of eve 0.0, not forever, just a short peroid for some real fun to happen. This could quite easily be worked into the story and a role playing scenario be created which would explain this.
For example it could go along the lines of Concord goes on strike for some random reason (they dont like their pension package or want an extra 0.1% pay rise). That would get rid of concord ganking u. now the sentry gunds and seperate police forces.. Well this could be explained by during the kaos of the concord strike state and corporation police forces and navys are only engaging direct agressors to their own assets. This would stop sentry guns and random police engaging u and all put in a nice roleplayign way. Now away from RP u can now shoot anyone, anywhere, with no concord, no sec loss and no sentry gun fire.
Maybe this would work as a nice chirstmas present or maybe even saved for april fools day.

OPEN SEASON ON NUBSHIPS!!!!!!!!!!!!!!!!!!!!!!!!!!!! is basically what this thread is about,right? Those nubs are just asking for a fight so he just wants to give it to em becuase he needs to prove that he has more skilzz then the nubs.

Playing Devil's Advocate for a moment, such a scheme would be entertaining as long as the reverse was also tried - making all regions 1.0 for a day, to send all the pirates running for cover from a Concord invasion, and allowing 'carebears' (however you choose to define the term) access to the lucrative rats/missions/'roids.
I suspect that all that would happen is that one way, all the 'carebears' would hide in stations for a day while the pirate did what they do, and the other way, all the pirates would hide in stations for a day while the 'carebears' did what they do.
The OP's plan might be more fun if CPP could do a rollback at the end of the day - a day of carnage of chaos without wallet-destroying losses. Might even encourage more people to head for low/no sec. But then, I suppose that the test server already provides that service.

How about this? A kind of dynamic changing concord presence. Like "due to lack of funding, concord is pulling out of .6 and below, once the necessary funding is received from the concord member states, concord will resume enforcement in .5 and below." or... "due to extra funding from concord member states, systems .2 to .5 will be receiving concord police ships to enforce law." It could change randomly week-to-week, or maybe it could be a player influenced dynamic. It would be fun :-) Personally I'd like to see all the player militia's that would pop up if lawlessness ensued.

You already get this now, without changing a fundamental game mechanic. For example, go to Alachene and hang around for a while. You'll run into the Alachene Defense Force (or somesuch), intent on keeping that 0.4 system clean and free of idiots.
More than likely an uphill battle, but they're still there after god knows how long.

I kind of like the "turn all systems into 1.0" idea. But only for a little while. Maybe an hour or so. No notice given. Now that would be funny. Or maybe a gank squad of Concord doing a "show the flag" cruise to all the systems in Eve.

Yeah, he's probably the guy hanging outside of the Kisogo station, dropping cans for newbs to open so he can shoot another Ibis.
Why that strikes some as fun is beyond me...

I like it. How about a "cruise the galaxy with concord month." That'd be fun. Concord visits a new 0.0 system each hour of each day for a month.

I kinda think there a little mileage in removing concord .. under the right conditions ....
Personally I would a "Security profession" where Eve players defend each other ..

Making all of eve into 0.0 would only make things safer. In my experience 0.0 is safer than empire.

I just want to see a week-long CONCORD strike in the middle of Jita, is that really too much to ask?

yea, this is a bit of an outrageous suggestion..
however, I do like that idea that systems may 'temporarily' change their security status based on some in-game event.
Maybe there is something discoverd a low-sec system which CONCORD have a vested interest in protecting..
or a particular war story shifts a high sec to a low sec due to CONCORD needing their forces elsewhere..
If they did this, then the 'news' articles may actually be worth investigating.
