Hmmm, more digging into the rules
Part of understanding the rules for this card comes from understanding the difference between the terms "play" and "put into play". To "play" a card is to pay the cost of the card and to follow any of its rules. "Putting into play", on the other hand, requires you to just place the card on the table (in play). You don't pay the card's cost, and the situation that requires you to "put into play" any cards will state the rules for doing so.

Following the rules strictly, you would 1) find the first location card from the top of your Market by revealing them one by one. 2) Put that location "into play" (no paying its cost). [confusing part that happens when strictly following the rules] If the card has nowhere to go because of its rules, technically it is still in play because By the Emperor's Decree says it is (its on the table and a legal target of other effects, but since its not in a region, most things can't use it). 3) Shuffle the revealed cards back into your Market. 4) If the found location had no legal targets for any of its abilities, or otherwise could not be "played" into any regions (as if you were actually "playing" it rather than "putting into play") then remove the location from play and place it on your Scrapheap.
This is the algorithm, so to speak, that we get by following By the Emperor's Decree literally. Fortunately, humans know how to use illogical stuff like common sense and can do away with all of the complex stuff that makes them confused and get confused anyway Regardless, the end result of this card is if the location you find "cannot be legally played" as it is more elegantly stated on another card, then that location ends up in your scrap heap when the card's effect finishes resolving.
So, to answer your question... Technically, you could say that Arkonor does go "into play", but then immediately leaves and goes to your Scrapheap. And no, News cards cannot affect any of this, because it all happens at once (its one effect and can't be broken up or intercepted).
But the basic answer is no.
