Without proposing any specific change let me present my philosophical views on what the current 'meta' is involving battleships.
Current Attributes:
- Battleships have relatively large HP pools
- Battleships (with a couple exceptions) have large DPS/Alpha Strike abilities
- Battleships have a more flexible slot layout than less massive classes
- Battleships are largely the slowest moving ships on the field (MJD use aside)
Current Uses:
- Fleet Combat - Most Use - large scale combat where damage and HP pools scale positively
- Heavy Tackle - ex. Bhaal/Vindicator/Megathron/Dominix/Typhoon/Fleet Phoon (The latter 4 thanks to slot flexibility)
- Heavy Disruption - Scorpion & Armageddon - Armageddon has the most use in this regard and the scorpion the least and this is also the least frequent use as lesser classes perform the same action equivalently or better (increased maneuver capacities)
Pre Tiericide we had the battleships value and mineral cost affecting some use, now they are largely the same in terms of mineral value. The Armageddon had a complete rework to give the Amarr an analogue to the Scorpion in terms of electronic warfare whereas the Gallente and Minmatar focused as more 'pure' combat.
The Scorpion is one of the least seen battleships. Why? Because its primary ability requires it to give up the defense mode essential to its racial type (shield) and survive in battle.
The Armageddon meanwhile can have a thick defense, push more applicable damage and pursue its capacitor warfare agenda.
The Dominix uses its drones, can do shield, armor defense (usually armor), or hull buffer and its high slots are open for anything (usually neuts but sometimes remote repair)
The Typhoon has less utility than the dominix but it has superior mobility and can also flex tank (be shield or armor..ok hull too)
Regardless of where battleships go in the future the Scorpion is the odd one out. It is the most specialized (ECM) and the least survivable.
The Raven - Decent - good damage - potentially heavy shield defense and excellent projection and application - the quintessential battleship and it has been popular in all its forms since day 1 for pve, though in recent years its pvp ability has suffered due to better options (like the Typhoon) .
The Megathron - Heavy Damage, Excellent Application, Also a quintessential battleship and indeed iconic. A true ship of the line and features improved mobility over the Raven.
The Apocalypse - good damage with superior projection and application. moderately flexible layout - The Navy Apoc is just a better version of the same hull and is prettier.
The Tempest - Recently buffed - damage, speed and projection. Almost an autocannon specialist it can fight with artillery as well. It is the most flexible of those in this role.
The Rokh - Pure Hybrid Gunship - standoff platform, heavy shield defenses and limited mobility. Range supremacy platform (supposedly) - Can run a heavy Dual ASB defense if brawling as well.
The Hyperion - The Brawler - improved active armor defense, and a blaster 'specialist'. Pretty much a flying sarcophagus these days. No potential fleet use and limited small gang use since it can in no way dictate any range but 'in your face'. You want to fly it until you actually do.
The Abaddon - LASER Brawl Gunship - Superior Armor defenses. It came before the Navy Apoc which dethroned it. (No one uses tachyons or mega beams in large numbers except maybe on oracles but scorch ammo makes it pointless for those with t2 skills...just use mega pulse.
The Maelstrom - Former nullsec fleet favorite - heavy artillery strike or autocannon. Excellent active shield defenses with capacitor fed booster or with modern ASB systems.
The tiers remain though they are hidden. With the promose of an upcoming battleship rebalance I think we must consider 1 question - What is the role of the battleship?
Fleet Role (including advanced pve - drifer sites in w-space) Small Gang Role (including incursion pve or DED site or whatever) Solo Player Role (including pve - missions and other pve content)
Personally? Only the Scorpion, Hyperion and Abaddon need a serious look in my opinion. (maybe the Maelstrom as its dynamic with the tempest in fleets is a bit overlapping).

Given the philosopher behind the BC balance, I think the primary role of battleships is a hard counter to BCs. They would probably need a role bonus to tracking to achieve this or instead of bonuses to large weapons, why not give them a bonuses to all sub-cap sizes of weapons?.
The secondary role of a battleship should be fleet support through large utility slots. They can already fit neuts which are powerful but that is about it as things like large reps are pretty crap. They need more modules to protect their fleet, like a shield to protect against bombs or a bonus to large reps.
