Why exactly wouldn't it make sense? EVE is a "captain" simulation. The crew requirements of our ships and fighters is the bailiwick of an XO not the capsuleer captain.
A fighter also has a much higher level of autonomy than a drone. |

What I'm getting at is the fact that ships we fly are not crewed in the ordinary sense of the word - as far as I know, the capsuleer is the sole crew member. Why should fighters be crewed, when they're treated as drones and are affected by drone mods?
Yes, they have more autonomy but aren't necessarily as autonomous as a craft piloted by a real human.

To reword my earlier statement.. Crew requirements are generally the responsibility(bailiwick) of the second in command or "executive officer"(XO) of a ship. Captains generally do not micromanage crews.. they have considerably more on their minds than how many guys are in the mess hall.
In eve online you are just an enhanced captain. You replace the majority of a standard bridge crew. You do not become some god meld with your ship to control its toilets. In the case of fighters you need the human crew members to man their complex systems. Fighters are spacecraft. They can warp. This means they actually exist beyond our drone control range and need the human controller to keep the fighters connected to the carrier. |

Wrong go read the lores.
Nearly all ships have crew that maintain and aid in the functions of the ship. All commands are given by the capsuleer and usually interpreted by him/her. Given capsuleer ships a higher chance of success vs. ordinary ships.
As for fighters, they are bigger/better than drones and have a pilot in them 'explaining' why they are better in that sense (game/lore wise). You still order them to do XYZ. Ideally they would be smarter but heh... game mechanics.
Been around since the beginning.

I didn't realize that every time I lose another ship in carefree PVP mayhem I am sacrificing dozens - maybe even hundreds! - of pixel-persons.
That's it. No more PVP for me, ever. In fact, I'm going to start a new alliance - EVE Mothers Against Pew-Pew - to encapsulate my new-found sense of remorse.

CCP - Building ant hills and magnifying glasses for fat kids
There are other ways to fix Null Sec stagnation and Fozzie SOV is the wrong approach.
