Its 30 seconds between session changes, has been for quite some time. Waiting 20 seconds won't have saved you. When you die to your pod, thats a session change, thus the 30 seconds starts again. All that you've described is intended behaviour, I wouldn't expect any refund in your petition.
He can just check his log, which lists session start and any 'session change already in progress' error messages he's got.
I've had the exact same issue, where the first session change warning was 48 seconds after jumping in and the last one over a minute later. Before anyone asks, yes I did CTRL+Q my pod after that for the festive occasion (and pretty much the only time I have intentionally disconnected).

well I might of found something odd looking at my logs.
the session started 2 seconds before I took my first damage. thats odd because I sat there reporting numbers and ship types on TS before decloaking....
whatever...I'm rich so I don't care about the loss so much as I don't like losing ships like this. I prefer to lose them in combat not to some stupid bug.

To be honest, everyone who plays knows about the bugs that happen, like this one. In situations like this, always check the log for session status before you "think" your session has fully changed. A quick check to the logs would have showed you the session didnt start properly upon your arrivial, and would have saved you all this trouble.

I petition approximately 2/3 of my ship losses for reimbursement, and have never failed to get my ship back for any of them.
The sad fact is that there are a lot of issues with the game that will get you killed through no fault of your own. I have died to gate queues, node crashes, and lag so bad that I have spammed 'warp out' for over a minute while taking damage wondering why my tank refuses to activate.
Some times it's a bug, other times (like earlier in this thread) you get told by GM's that it's intended game mechanics. In these cases it may not be a bug, but it is definately flawed game design. These design flaws (EG: Session changes, CTRL-Q mechanics, static load balancing) are far more annoying than any bug, because CCP likes to bury their head in the sand and tell us to work around them instead of tackling the problem.
Some days I feel like I spend more time fighting against the game interface and mechanics than I do actually enjoying what is at its core a fun game.

Wow, nice, so your pod isn't even supposed to get away, even if you lag so hard when your ship pops that it's better to take your chances with logging in hull than trying to warp.

It doesn't help much now, but in the future, and for other people that might be in similar situations, I've found that Ctrl + Spacebar (the stop ship shortcut) followed by a repeat of the jump/dock command bypasses that bugged session change in progress message.
I've actually gotten quite fond of Ctrl + Spacebar as it corrects a number of problems for me. :) Mostly user-error, though this instance is definitely a client/server miscommunication of some sort.

then I am special, becuase I have jumped several times in my pod just as my ship went kablooe waiting for aggression to wear off.

Its a bug or it should be and is bull**** simple as its costing good pvpers ships & giving noobs kills.
Also its a pain in the ass when your chasing someone he jumps & doubles back & jumps no prob, you mean while are stuck there for no reason other than theres a scripter who cant script!.

I dont see what the problem is here except for your whining.
He petitioned because he was killed by the waiting list at the gate, not because the skill of the enemies.
