Sorry it might have been discussed before but I could not find...
To my understanding, the maximum SPs a char can get in one year is 23.07 mil roughly with all the +5 implants. According to the ranking list there is a character with 280 mil SPs ( PLUS another 4 mil unallocated ) . That means almost, if not more that what a char can get by learning at maximum since the very first day of eve. And this without taking in account that attribute remapping was not available until... I don't know, 2009 ? ( this meaning he learned at full speed the first 6 years of eve ? ) and I have no idea when the +5 learning implants have been introduced.
There is/was another way to boost the attributes in Eve ?

The only ways I am aware of:
1. Long server downtimes leading to free skillpoints being given out 2. Splitting of old skills into multiple skills and skillpoints being awarded for all the relevant new skills

The SP you start with has changed a few times over the years, new characters used to be able to train at 2x speed up to a certain amount of SP, most of which got used to train the learning skills (ugh) which increased the rate at which you accrued SP once the initial boost expired; SP has also been used as compensation for outages on occasion too.

When I started the attributes were fixed and Caldari Achura had some extra in either Per or Will or both (can't remember exactly) so that they could train ships, guns, launchers at a faster rate than any other bloodline, which led to min-maxers picking that bloodline for maximum training speed. I think they could get close to 24 mill sp per year if they stayed focused and used whatever were the best learning implants at that time.
The unallocated are probably in the main from the removal of learning skills, outages and removal of the different connection skills, Bureaucratic, Financial etc.
Then there are the extra SP that were from the splitting of the ship lines.
It does seem a little bit high though. |

From skill splitting you could be talking something like 8 Million SP from what I know. Which helps your figures balance better. Also I believe there are legacy +6 attribute implants also. |

I know I certainly benefited substantially, in terms of SP, from having the old skills trained to 5 beforehand.

6 years of training per/will skills would have mean 120 mil SPs in spaceship/guns/missiles which is not the case with this char.

Dr Camus Joined Eve Online a few days after it launched back in may 2003. Since then he has been following an optimal training plan, training only skills that gave him maximum sp per hour.
Also as has be mentioned above there have been a number of skill splits like destroyers / battlecruisers which have resulted in several million free sp.
There has also been a number of skillpoint compensation gifts that have counted towards several million free sp.
All in All, the good Dr has average 2,570 sp per hour since his DOB which is below the maximum 2,700 sp per hour currently possible.
The +6 and +7 implants to my knowledge have never been released and cannot be obtained.
There have also been boosters released from time to time, I'm currently training at 2,860 sp per hour useing a blood raider cerebal accelerator. |

The first 6 years it was not possible to change the attributes. How then to train maximum SPs per hour in skills where you could not have the maxed attributes ? There were not enough skills for either intel/mem or perception/willpower to train for 6 years straight.

he didn't need to change his attributes, he trained only the skills that matched the attributes he had from his character creation, therebay maximising his training speed. |

The SP rate was higher with the learning skills trained to max compared to now. Not by much, but enough to make a difference over the course of years. Then the other stuff mentioned plus more.
Here's a TLDR for you. If someone like DC has that many SP, then it's possible. If you really want to figure it out, then do the research and don't ask others to do it for you.

the doctor was heavy in int/mem from birth, I haven't looked at his char sheet in a long time but I remember it being almost all industry/science skills years ago. I think he switched over to per/wp stuff after remapping became a thing.

You're forgetting to factor in the old learning skills. And remaps were a thing, WAY before 2009.
That moment when you realize the crazy lady with all the cats was right...

It will have to eat up another players SP, which may lead to account theft issues.
Dun'Gal > Hal is simply an imperfect ai, though if drunkeness ever gets programmed into ai's I foresee both a hilarious and tragic end to humanity.
