First off Im very much for territories and factions becoming a much much bigger part of the game. As it is now everyone is kinda happy-go-lucky flying around with each like its no big deal. What happened with that war between cald and gall, how come amarr's can fly around with minms? I thought they hated each other. Something needs to be done with that.
As far as territories go, I think each system should be able to be owned by a corp/alliance/whatever else, and it should be shown on the map. Give corps a reason to fly into a system and really be able to call it home, because it will show up on the map for everyone to see. It will also give players something to fight for. Imagine logging in and seeing "hey we got 4 cruisers and 2 bships knocking on our doors, they've destroyed our two blah blah defense guns gaurding the stargate and are attacking one of our stations, warp to blah blah station and help us kill them off" Then the next hour or so you spend fighting off a rival corp from taking over your system. Sounds more fun then "hey we are at 10-5, come help us clear the whole roid feild yay! minning's so fun!!"
Another thing, the scanning for cargo idea is a great one. It would add lots of excitment to trading. Say trading drugs and other stuff like that has a huge pay-off, but with random searches from CONCORD its extremely dangerous. Sounds kinda fun to me, traveling through systems trying to avoid the cops. I dont know.
I think the big thing for me right now is being able to really call a system home. Giving the players a reason to fight for something, and bring back factions and actually make them worth something. That would surely light the fire a bit more for me.
One other thing, give each ship class a purpose, make frigates stealthy and have abilities to sneak around better than bigger ships. They could be used for sabatoge missions against bigger ships. Cruisers should be the back-up ship, helping out the other memebers of the fleet but still being able to make it on their own. Give them good fire power but cool fantsy stuff for back-ups, like healing and things i dont know. BShips should just be pure firepower, but they need weaknesses, and they should be able to kill everything they touch
