can someone who is caldari pvp in a t1 frig? if so what ship should i use? should i give up and go back to heavys on a cruiser?

There is no such thing as a heavy caldari cruiser.
Kestrel rules though, by far one of the best frigs in the game.

how should i fit the good ol kessie. i tried a nano kessie but it didnt fair so well. but it was like 5 in the morning :-\

Depends on what you are expecting to face with that T1 frigate. Are you solo or in a group? What are your goals for the fights you want (run people off, gank, interdiction, etc). That said they most certainly can have a role. I have seen a number of threads recently where senior players say they still like zipping about in a Rifter and causing trouble.

well i was just gonna do some pirating out in .1 space with a kessie and my friends flying a rifter usually. should i go with missiles rockets or what do u guys thing?

Put rockets in the high slots - maybe a nos.
Put some ECM in the middle(webber,scrambler). Given your Caldari heritage, a small shield booster would be nice.
With rockets, close is not an issue - so just close and shoot - orbit at 500 if you want.
I normally put a damage control and some type of energy bonus item in low such as a Power Diagnostic System.
Alternatively, you can orbit at a longer range and just shoot rockets/missiles. I have seen a Kessie tear up cruisers from range quite easily. If I were gonna fight though with a T1 frig - I might pick a Merlin instead though, but you cannot load as many rockets and frankly for low Skills - Rockets Rule!

ecm is not webbers and scrambler. ecm is electronic counter measures, as in jammers. i think what he meant is ewar (electronic warfare) which are webbers and scramblers. but i wouldn't be surprised if he actually did mean jammers

i have gotten plenty of kills in merlin/kessie... my kestrel setup:
4x rocket launcher I
1mn AB, 7500m scram, small shield booster
100mm plate, 50mm plate ( ?)
The plates are for when your cap is almost dry and you are just about sustaining warp scram. They buy you a good minute or so a lot of the time. Once you hit 3/4 armor you know its time to run away :)

Little over 1500 HP of armor, dead slow, but quite powerfull at under 9km. Obviously sometimes the target will stay out of range but it's cheap and it can do a lot of damage.
PS: Yeah, even decently fitted Merlins are tough to take down in Incursus and Rifter. Last time i tried i had just a damage control and even though the guy had lasers on i won with just 10-12 % armor left. :( --------------------------------------------------
