Destroyers are the cheap way to do the job halfway. The key to the supreme looter isnÆt high slots, speed or cargohold, although they are important and necessary. The key is mounting both an AB and MWD, combined with 3 salvage tackles. One isnÆt really likely on a destroyer, the other is probably just not a good idea.
I use a geddon because theyÆre cheap and have a decent drone bay, although an Apoc would be better with its bigger cap and cargo and extra mid-slot.
4x Salv, 4x Trac 1x AB, 1x MWD, 1x Sensor Booster 1x Local Cargo, 3x Inertial Stab, 4x Nano 3x Salvage Tackle
Cruises at about half tractor speed (195 m/s) and closes at 597 m/s with AB, sprints at 1684 m/s with the MWD while holding 765 m3 of cargo. The only weakness is that it can only go about 100km at a time with the MWD, but thatÆs not usually an issue and is due mainly to my room for improvement in the skills in the relevant areas.
The big thing is that each salvager now gets 50% access bonus with the skill at level 4, so using two salvagers per wreck yields a result in the first cycle almost every time. This speeds up looting so itÆs almost as fast as popping cans, but there does seem to be a catch because I do seem to salvage less circuits and more of the other parts since getting the 50% bonus.
You did ask for the best salvage ship, not the cheapest. Although I built all my own rigs from stuff I salvaged, so no big deal there.

If you're that interested in cargo space, you might try an Exequeror. With Gall cruisers 4, you're getting 840 cargo as base, with an option to add 3 expanders before you fill out your mids. Only 2 tractors and 2 salvagers, though. Honestly, I bet you're best off with destroyers; those extra salvagers will help you salvage successfully more often anyways.

Exequror 4 salvagers 10mn AB II Lrg T2 SB Prototype Cargo Scanner (somewhat useless, replace with mod of choice)
Nano, 2x i-stabs drones of choice.
(would be nice if they enabled salvaging drones, I believe this was on the books at one time)

I run almost the same as above quote (modified), had a spare Gisti AB laying around so slapped it on. Still not satisfied with the setup, as the same ship is used for looting. Main runs missions in a CNR so stopping to loot is not an option. Looking for a decent loot boat that has roughly 2k cargo and can fit and run 4x salvagers and 3x tractor beams.
I use a destroyer if I'm just salvaging for the massive number of high slots and decent cargo bay. If I'm looting and salvaging I use an exequror; with cruiser 4 and a cargo expander you're looking at around 1000m3. Typical build is something like
2x tractor, 2x salvagers MWD, EM hardener, shield extenders to fit 3x cargo expanders

I use 2 tractor beams, and 6 salvagers on my Caldari Destroyer.
In mid slows I have a BATTLESHIP class AFTERBURNER and two Cap Rechargers. I can go well over 800 m/s and grab loot FAST after missions.
In my low slot I have to use something that enhances my powergrid output by 10%. This ensures I can use the battleship afterburner and the 2 cap chargers.

Destroyers are stuffed up with loot so fast due to their tiny cargo hold you need to go for bigger ships if you want to get any salvaging done.

Tiny cargo space means you're fitting cargo expanders in lows to add space. A BS with nano's in lows will have just as much if not more cargo space and move faster than the destroyer will. Not to mention you don't have to worry about cap in the BS whereas running 4 tractors and 4 salvagers in a Destroyer will drain you pretty quickly IMO.

I have been using a Brutix for salvaging lately, works out well.
High: 4x Salvage Mods 3x Tractor Beams
Med: 1x 10mn AB (or mwd)
Lows: 3x Beta cargo expanders 2x Beta inert stabs
