Well the gates certainly know who's where, so anyone could theoretically register with the gates to recieve incoming player notices.
Speaking as the rookiest of the rookies (I hadn't even considered using local as an intel tool), reality is nasty, brutal, and hard. It doesn't always make for good gameplay, and regardless of whether CCP intended all the effects, we have what we have. Adding more complexity will just keep us n00bs in high sec space longer. The (apparent, as Piratey McPirate pointed out earlier) safety of local is probably a good lure out of our safe shell.
And I'm sure the pirates can agree, what everyone needs is more n00b-shaped targets. :) (or not)

Currently, as it is, removing local will kill the game. Its that simple. There are too many 0.0 systems with no players in them, the map "average players last 30 minutes" is too slow to be used as intel.
You cant expect gangs to go through all the belts in all the systems they go to for kills and you cant expect ratters to press scan every 5s either.
Local works both ways, I can see if there's enemies in system to kill, and they can see if people are trying to kill them. Unless a good system is found to equal this, then local should stay as-is.

In all of human history no spacecraft has EVER been launched that did not announce itself in at least one of several ways from the first ping of sputnik to the multiple radios on explorer craft. Besides tracking objects in space in area used by spaceflights is not only common - those who fail to risk loosing thier craft. There is your history, technology, and backstory.
Humans hasn't expected there to be hostiles waiting for them in space, the day they do expect silent launches.

seems like this topic gets opened about onec a month. local is fine as it is. It gives everyone a fair chance. Pirates can see thier prey and everyone can see the pirates.

There is a reason this topic comes up once a week every week for the past year.
A lot of paying customers do not like this feature and wish to see it changed.

What's good for the goose is good for the ganker after all. Everyone has the ability to watch local, so it places everybody on an even footing.
Besides, do you have any conception of how difficult it would be to conduct warfare properly without the ability to track hostile fleet movements? Radar was invented for precisely that purpose. Without knowing where your enemy is, battles can never happen.
I guess the alternative is some kind of deployable system scanner. That'd be a nice tool for defending alliances...

There's a reason that a lot of people shoot it down every time it does; even more paying customers like it just as it is.

More like the gankers looking for an easy kill want to see it changed.
While it may be a little clunky, as many have pointed out until CCP can replace it with something better, then you are just going to have to put up with it.
I personally think of it as my long range scanner - it gives me an indication of who is in the system but is not accurate enough to indicate where. Whether you rationalise it as coming from transponder beacons captured at the jump gates or any other pseudo-scientific explanation, it's about the only way for strangers in a system to communicate with each other. In fact, I had a pleasant little chat just the other night with an enemy pilot who chased my itty several sytems just in case I didn't have WCS fitted.

Its worked fine for years, and it will work fine for the next few years. Bravo local. There is no problem whatsoever with local, its merely your window to the space around you when sat in station. Or do all space stations not have glass in our future? Go ban something else for a change.

Then people that want to talk in local can and people that want to be discreet can?
Or has this idea already bene brought up? It is SUCH and easy fix I am surprised it hasn't been done yet.
It has been brought up before, yes. It does not need fixing. It currently gives the advantage to the victim, not the assailant. Local is valuable and should not be changed, savvy? __________________________________________________
