I'm sure there are a lot of pilots out there who have skills that make them think, "why in god's name did I train that up to lvl X?". We need the ability to unlearn skills we don't need and then respend those points on skills we want. Here are some suggestions I have:
1. Redistribute the points by using an implant that drains the skill at the same speed they were learned, and at the same time applies those points to another skill. The procedure could happen simultaneously with normal skill learning.
2. Make a procedure located in the medical menu at stations that allows you to unlearn and relearn skills quickly, but at a high price and requiring high corporate standing.
3. Reprogram your death clone, taking out the skills you don't want while adding the ones you do. The catch is that you have to die to get the skill changes "activated". (probably not much bite due to jump clones being so readily available, and maybe suiside isn't an idea you want to imbrace ^_^)
Of course, we wouldn't want to see the ability to instantly change skill point distribution at any time and in any location as it could be abused.

sorry for this but even tho this have been asked time and time again.. the awnser will be the same.. there wont be a way to reduce the sp amount.. even if it is cause of an implant, booster or module. and especialy if the concept is to move sp from 1 skill to another. so if you dont have the skills you want so what? just changing from what you dont want to what you do want makes simply no sence since that would mean peeps can change from being an exelent BS pilot to being an exelent Miner/hauler and the only thing i can se this thing is going to cause more mess than it's worth.

The offset of being able to redistribute your SP was to make it expensive, limit the amount of times it can be done, or make it a slow process. I'm not talking about going from ish-hot battleship pilot to hulk-flying arkonor miner in a day. What I want to see is the ability to redeem SP that pilots wasted on skills they'll never use again. In this game, an unused skill doesn't just represent an unused skill, it represents wasted real time and real money. This ability is needed and far past due.

Take the real world for example,Ive spent the last 6 years studying physics and Im currently working on my PhD. Unfortunatly,I recently have realized that not only can jobs be hard to come by as a physicist, when women hear your a research scientist,the response isnt quite what one could hope for.
What I would like to do,is unlearn all that physics,and learn medicine instead. Jobs are easy to come by and chicks really like doctors driving expensive cars. Yes,I do realize that I could give up on the physics PhD and go to med school instead,but I put alot of time into studying quantum field theory and advanced solid state physics. Why cant I reuse those skill points and transfer them into something usefull like biochemistry or neuroanatomy?

Perhaps you could combine the two fields? Write a paper entitled: "high-energy decay of subatomic particles, and the effect on cellular mitosis due to long-term exposure"?
Being a doctor is 90% drug addicts, kidney stones, joint pain and the common cold anyway, which is hardly glamourous.
Of course, I'm from Britain, where the doctors drive third-hand Ford Mavericks and wear comfortable woolen sweaters from Marks and Spencers. Maybe it's different over the pond.
Anyway, I digress
Not signed on the un-learning skills thing. I have some research and industrial skills on board, which serve me no use at all now that I'm a steely-eyed slayer of thousands. Still, maybe sometime in the distant future I'll retire and become a T2 baron?

I'd just like to know... why?
Is it the increased clone cost? The desire to min-max? Or simple vanity?
In either of those cases I would say it isn't worth the programming time. But still I'd like to know what would be the benefit and why it would improve the game. I can't believe it's just a matter of tidiness and keeping the list short.

If you spent one year (8760 hours & $179.40 USD) on training a character to be a great miner, only to end up hating mining, wouldn't you want to at least have some chance of salvaging all that time and money spent on training that character? Wouldn't it be nice to use those SP toward something worth while instead of having to start from scratch?
I don't know why you're trying to use real world situations and examples as a means of discrediting this suggestion, we don't have +5 perception implants, Juggernaut Torpedos and warp gates in real life. This is a game, and my suggestion is one that many people would benefit from and would make the overall experience better.

Umm I know Eve is a fantasy game and isn't bound rigidly to reality but in some ways it follows rules of reality. I have learned many things over the years and have not unlearned any of these things simply because I have no further use for them or needed room in my brain to learn new skills. If there was some restriction on a characters total SP then the idea may have some merit but as it stands all you have lost by learning and unwanted skill is the time spent learning that skill.
