Please hear me out ....
Upon purchase all ships should have 0% resists - basic armor hit points and shield hit points and structure hit points as is .... but 0% resists.
Resists should be both modualtions (where the tech two comes in) and implants ...
20% 30 % 40% 50% rsist implants on em thermal exp kinetic available for armor shields and structure ...! implants coming from missions - drops and exploration.
'Tech Two' ship categories abolished per se allowing eve to release ships through faction missions. Tech Two Tech Three even Modulations available with tech two plus bpo's available to players as is currently the method.
Faction Ships earnt through missions allow greater loyalty to that faction etc with skill books and tips to fly that particular ship being granted along the mission cycle.
Faction Ships can only be sold to FACTION Buyers where a sec reduction is induced if the faction ship is sold to an enemy of the faction from whom you earnt the ship ..!
Better price maybe but more punishment...!(faction warfare) Faction Ships for sale only from the Faction Buyers allowing players to seek out the ships from the factions that bought them and to stabilise prices.
This will allow one off ship designs to be featured in EVE and also allow players to posess rare ships without having everyone know what the armamaanets are etc etc ...!
Resist Implants should be re-usable so you can store them and or use them interchanging beetween ship types.

Why allow players to over price ships - exclude other players and make bpo ownership a 'random ' event ... ! you think the russian military would be able to buy a stealth bomber from the USAF or a compnay in China win the BPO lottery to make a stealth bomber ..! The only way a russian or chinese man wwould be able to fly a stealth is by joinning the USAF...! You think this wouldnt be the case in the EVE UNNIVERSE... ! You think the creators of advanced technology are going to allow their adversaries to fly the technology ... !
Missions should give out BPO's/BPC's - faction loyalty is rewarded - allowing players to make money alongside their faction storylines...!
Why not some exclusive ship design and ownership - a mission cycle potential only with differing ships/bpC's/bpo's/TECH TWO OR THREE MODULATIONS and skill books from differing factions. Why not allow the modulations to be the mainstay of ship performance and implants of course.
And why not have ship ownership as a symbol of loyalty to the faction you attain it from. This immerses the player far more readily into eve storyline.

Your so wrong in what you say ... the large corps are the problem of eve in actuality .. ! Corps should be restricted to no more than 30 - players and alliances to no more than 5 corps ..!

In eve you may be the most skillful player in the game but fighting against 1000 enemies is impossible ..!
If you restrict numbers you even the game play ..! It means that a versus b - is determined by skills ..and tactics .. as opposed to numbers ..!
Faction warfare will do this .. because factions will fight only factions that have about the same power ratio in regards to numbers ..! bring this into the game in regards to CORPS numbers and you have a game that is not determined necesssarily by NUMBERS or BLOBS of players ..! that is what eve is missing ... FACT ok ..!
What is the role ... of nub player 2501 that joins big corp --- and where is the role difference from nub player 2502 - oh i get it - one flies a caldari frigate and one flies a minmatar frigate ... and the numbers just keep rising .... 2503 nubs 2504 nubs 2506 nubs - all wanting to PVP ...! yawn yawn ...PROBLEM YOU BET YA .... !
Try my suggestion restriction of corps numbers - alliances and resists to 0 .. and you finally got a game ..!
Otherwise you have a NUB COUNTER ...

The only players left will be the ones in the LARGEST CORPS .. ok those corps will WIN the game kinda ... but there wont be anyone else playing ...! Imagine eve with like ONE ultimate co-orperation in it ... and no other players .... derrrr ... ! Your gonna look pretty stupid flying around with your corp name on it looking for any player left in the game to blow up that isnt in that corp..!
HUGE BLOBS all dreaming of a player to blow up ... derrrr !

its kinda like the fishing industry ....
in ICELAND they have great fishing stocks becaause they RESTRICT the FISHING .... !
EVE is heading towards a place where you have one HUGE mutlinational global fishing co-orperation with shiny ships and big powerful rich corp members BUT NO FISH .... LMAO - All pretending its the whales that have eaten all the fish ...!
Today little jonny gets his subscription paid by his dad or mum and goes within a short space and time to join a big corp cozz he wants to blow people up ...but there arent any fish in the pond coz everyone is sick of being blown up by millions of little jonnies..!
RESTRICT CORPS SIZES to about 30 people per corp and alliances to about 5 corps and eve will begin to flower and bear fruit for your efforts over there in iceland ..! If you dont your all gonna be in the same corp eventually with no one to play against ...! regards BG

restricting the number of corp players that any corp can have to say 30 and alliances to say five corps - would deem that corps have to look at the gameplay in a far more tactical and intelligent maanner ...!
perhaps this could be done in empire space from 0.4 to 0.1 where there would be a restriction on corp numbers and people can get their hand in at running a corp before if the demand is there they move to 0.0 space ...!
there is absolutely no need for empire corps numbering 100's or even thousands of players...! use empire 0.4 to 0.1 for players to open small corps or practise runninga corp and if the demand is there they can choose to move to 0.0 and expand their corp accordingly having A - prolly made a five corp alliance B - mastered the basics and decided which way they want to run this.
There are many benefits from this ...at the moment specifically in moon mining .. all the good moons in empire are taken by the large corps that live in empire that have loads of assets ..! ok limiting corp numbers wont actually stop big corps from pos moon mining overnight but if your corp is rtestricted to 30 your going to find it hard to runa pos that is like thrity jumps away (in empre) - but a well organised small corp of thirty people will very easily be able to destroy that pos to secure their empire 0.3 system...!
This owuld actually be a tactic ... find a pos in s system - check to see who owns it - 9/10 chance if its a big corp the moon will be a good one - set up your corp and work towards to blowing up the pos .. !

In the first week EvE went live there were a group of people who perpetrated a huge insurance scam and made a lot of money. CCP at the time decided to fix the situation by rolling back the server by one day. At the time, I was in a reaper, with 20k in my wallet working my way towards a probe that was on the market for 50k. So what did CCP do to compensate everyone for the rollback? They gave everyone 300k in their wallet (iirc). I was very pleased, logged in and went to buy that probe. It was now on sale for 120k instead.
I am not saying that there is no problem right now, I'm just saying I do not agree with the OPs solution.
Who is going to sell a 50% resist mission implant when the 50% mission implant gives you like a massive defense advantage on any ship you use with it ...!
It will be realtive in regards to implants as they are now ..! the prices will be determined by the difficulty of the mission cycles you need to do get the implants ...!
Thats not incluidng tech two modulations that offer resist percentages - with BPC's being offered in R an D as opposed to BPO's also in missions etc the tech two modulation production will be accessible to EVERYONE and thus the prices will not be over priced as the HACS are and every otger ship where the bpo is given out randomly ..!

That would be fine ... if they pact together .... as a non certified agreement and expected .. but it will mean that the alliances are still seperate and war DECS would be only by that alliance and not the pact of alliances ..!.. so once one alliaance starts to make more isk than another or is doing all the work in defending the systems you would start to see the non certified pacts breaking down very quickly ...and one alliance perhaps ammassing with another and moving to 0.0 etc etc ..!
But war decs would only be one alliance i think you would find rather tan the pact of alliances maany political finacial points would be raised and you would find pacts not wworking at all well ..!
