So the scope reported on the massive loss of life that constitutes the destruction of a citadel. Now obviously there is nothing in game that lets us control nor know these facts, but why not? This is a sandbox, and if we are going to be allowed to have the responsibility to run a space city, maybe we should have to deal with the consequences. Its a simple suggestion:
If a citadel is under siege and you know you are going to lose it, let us have the ability to 'evacuate' the citadel. When this happens, inject lets say 50,000 civilians into the corp bay (or whatever bay is appropriate) and then allow the players to evacuate them. They will take these people and bring them to Concord stations for some form of reward of sorts.
Or we can go a different route. Bring them to a Upwell Consortium alliance station for NPC standing. Then maybe you can get small discounts on blueprints or perhaps get an item that can give a tiny research boost to current blueprints. This will create an incentive to actually evacuate a citadel if need be. If you dont evacuate, then you lose standing, which could or could not have its own repercussions.
Its a sandbox game, why not give us a mechanic that will allow us to be a bit more.... civil (i use this word lightly :P) |

I see people are writing about lives lost in ship explosions... Good that it only happens to the other 3 factions. Amarrian slav... *cough* I mean workers, should be happy they got the chance to serve under such a dedicated Amarrian captain. |

I offer them up a chance for a pardon if they last more than 3-6 months in one of my cheapo "Leeroy" ships. If they take it, I give them a crash course in ship maintenance and repairs... seal them up in ships with no escape pods... and then head out into battle.

How many people are in these citadels?
I would have to imagine on the order of a million or more in the largest, perhaps several million. These are extremely large structures. Bigger than major cities on earth. (Which granted probably contain a lot of empty space for ships).
At any rate, one can simply assume that an evactuation does take place when a citadel appears to be heading toward doom. As I recall the thousands of crew members who are working on our biggest ships are largely evacuated prior to their popping.

But notably, "direct RP content" is seldom added to the game as a mechanic.
All we would be able to do with civilians, janitors, and tourists is..... sell them.
Were it up to meGäó, I could consider adding "refugees" to the game and making the removal of them from citadels nearing destruction and turning them in like tags to SoE agents in exchange for faction or LP. A citadel down to structure would "Freeport" and be open to docking by anybody.
But it would not be a "gimme": ships evacuating refugees would be suspect flagged.
Now that would be "added content".

The citadel explodes, but none of your stuff (or anyone elses) does. Why would the people die?? Some of you guys just don't understand how magic works.
