So, you get wardecced by a couple of merc corps and decide to message some dudes with ads in C&P to ask for help. Turns out most of them are blued up since they are afraid of actual competition instead of picking on highsec carebears!

That's how big organizations tend to stay big: they mitigate all the serious threats they can either by blowing them away, or by diplomacy.
That, and there's not a lot to fight over, except maybe who gets to wreck freighters in what hub.

It's not really blue. It's more of a mutual agreement. Don't shoot my Contracts and I won't shoot yours sorta thing.
And when those agreements go out the window is when it gets super interesting.

Best way to annoy/frustrate the wardec in a small corp - change corp en masse . Merc's can call you all the names under the sun, but you have won the isk war.
(also clears the deadwood and unwanted baggage)

these are not the kind of people who like to take risks, they prefer their prey to be slow, lumbering and unarmed. back in my RvB days we'd go off on war-target hunts on a regular basis, astounding just how fast they dock up at the sight of something that will shoot back.

Case in point: CFC, PL (Winning so hard CCP had to change sov)

No offence dude, but when I was with Energy and we fought with RvB they would fight but as soon as they started to lose they would turtle up.
The only time they would actively fight against us was when they had the numbers advantage but even then they would dock up we started to pull through.
And when BAW decced them and trashed them it basically broke them.

You know the best part about that war wasn't the fighting, it was the ridiculous and disgraceful behavior of the now former RvB leadership. Those people put the average carebear to shame in terms of selfishness, self-importance, cowardice, paranoia and incompetence.
Which was actually very much the opposite of the average random RvB member, who were fairly normal and just wanted to shoot things.

Blue donut originated in null. SOV null surrounds empire, so it's donut shaped. The major null groups went tall corporate and found profits went up if there was no real fighting over SOV, so they all made each other blue (not always official blue buddies, but side agreements and what not). So the donut (SOV null) was all blue to itself.
This made SOV boring. Folks quit logging in... well, they would log in for a few interesting ping outs here and there. Eve began to die (of boredom) from the inside out.
Someone has poorly translated SOV null going corporate and mostly ruining itself over to HS mercs not fighting. It's a poor moniker for it. Most empire mercs don't fight each other because they are very averse to risk and losses. As far as I can tell, there are no actual agreements to not fight, just a fear of losing a proteus overcoming the will to fight.
Occasionally there are a few merc slap fights here and there, and there are merc groups willing to take contracts on the other side against merc groups. Some groups are afraid of losses and for some of the merc groups, their leadership is outright afraid to throw their guys at another competent group because 1. Their guys my not show up (risk aversion on a personal level) 2. Their guys my leave because the corp/alliance has losses 3. A good number of HS mercs really don't know how to fight for reals.
Don't get me wrong. There are a lot of very experienced pilots in empire merc groups. The 'risk averse' proteus pilot camping the Amarr-Jita pipe may actually be fighting his wyvern to the bitter end on another screen/character. From what I've seen - HS mercs are a good bunch of guys/gals having fun, and you can't really get upset about that. If they are having fun - that's good.
There are a lot of alts in HS merc groups. I could see where (in some cases) the mains just don't have the time to enter a campaign to rub out a rival merc group on their alt characters.
The good news - it's a cocky mouthy group overall - eventually something big is bound to happen! Stay tuned!

My take:
Blue donut - Since i first put foot in null 8 years or so ago, it has gained another tier of "management". Corp> alliance> coalition. Goons made the mega blue list popular. Other alliances( those with players with actual pvp skill) became overwhelmed by goon and friends cannon fodder and had to ban together to complete. Since then null wars are more about coalition vs coalition and almost never about alliance vs alliance.
It has at times gotten extremely boring in null. I know many people that quit because of the blue donut, some came back, some didnt. Its a necessary evil to keep space because of alliances like goons that will send an army of pawns at you. capitals also became the end game to the point where sub caps often got babysitting duty and scout duty. It made it extremely boring for sub cap pilots to the point where they wouldnt show up.
Mercs- Mercs are like a cross between null pvpers and gankers. Some likely suck at pvp and some are likely very good. Im sure they all have there reasons why they wont fight each other and im sure some will it will just cost more isk. They provide a necessary service as carebear corps usually do not have the ability and/or will to remove structures or to remove someone from space they want to "control"

That last one is where things go bad. Marmites had many who couldn't handle the heat and they joined CD for easy hub hugging and being blue to everyone in Eve. But the funny thing is, even with just the hard core Marmites left (combined with skilled fresh blood and What Squads best corp THF), we're still owning Complainers Department in every war we ever had with them. Imagine what would happen if another merc alianxce would join that. They will disband before you can say World War Pee.
