With the advent of Tier II Bruisers (Battlecruisers)I know if at least one HAC that seems to have little value these days, namely the Cerberus.
Whilst the Eagle still has a neash roll, that of 200km+ sniping with fast lock and the ability to tank long enough to get out of trouble without any tank mods (an EM rig is about all that is needed), the good old cerb has been totaly superseeded by the Drake.
Lets look at the details.
The Cerb still weighs in at a good 180 - 200 Million Isk. The Drake in comparison can be obtained for about 35.
The Cerb has good T2 shields. The Drake, with its inherant bonuses and extra mid slot can easily be set up in a way that makes the Cerbs shield look taim.
The Cerb has a good ROF and Kin damage bonuses. The Drake also has that damage bonus, and 2 more launchers so can spit far more missiles and damage that a ROF bonus will ever make up for.
EDIT: Hell I dident even mention respective training time!
In fact the only thing the Cerb does seen to beat the Drake on is manovability.
In Bruisers general descriptions we are told they have Battleship class damage output but are weaker in defence. I would say the opposite is true. A Drake will struggle to match a Raven or Rokh pound for pound, but can boast Raven'esk shields.
Solution? (this is where I get called names)
Give the Cerb the ability to fit 5 x Cruise Launchers. Have your drake for tank, have your Cerb for high damage with manovability. (anyone remember cruise crows?)

p.s. I have no experiance flying other races bruisers or hacs so dont know if this is just a Cerb thing. Prehaps others can advise?

eeee 5 cruise launchers on hac ? maybe even +dmg/rof eh ?

Yeah, that's too beefy for a HAC. What needs to be done is to bring the value of the Cerb down toward its manufacturing costs of around 20-23M. It's just a suped up Caracal, and shouldn't be a match for a larger ship with more slots and HP unless it's carefully flown with good skills.
There's nothing wrong with the HAC stats, it's the HAC market that's FUBAR. Hopefully the new T2 BPOs that are being distributed will reduce costs, as they're already doing with most AFs.

i trained for a cerb and only then found the Drake to be a lot better at basiacaly everything, same resistances but a hell of a lot more shield hp.
im not too sure about the cruise launcher idea but something needs to be done to boost the cerb just enough to make it worth that extra training time and money.

I'm not sure why that is so mad?
Sure it gives it better damage that is current 5 x Hvys (this being the whole point). No other upgrades would be nessesary.
It would still not have the damage output of a raven (unless using Kinetics).
As it stands this 200mil ship is totaly outclassed by a 35mil ship, that is easier to fly. (skills wise).
what is the point of a Cerb as it stands today?

It's ten million isk cheaper, flies faster, targets faster and has three times the range. That's pretty special.
